Basic Function

Accountable for providing technical support for the daily operation of the site logistics department.  Manage the daily production activities for the wash bay, define operational issues and promote solutions.  This position will oversee daily rail activities, ensuring safe rail switching, maintenance, permitting, and adherence to proper procedures and compliance standards.

Roles & Responsibilities

  • Manage the daily production activities for Wash Bay and issue daily operating instructions. 
  • Define operational issues and develop solutions as necessary to support operational and maintenance goals for Wash bay quality, reliability and operation.
  • Interface between operations and maintenance focusing on the issues affecting Wash bay reliability, quality, production, safety and environmental compliance to determine priorities for repairs. Set unit priorities on maintenance work to be accomplished and work with the PMC and Maintenance supervision to accomplish the daily maintenance initiatives.  
  • Attend daily JV joint rail operations meetings.
  • Provide resources and daily operating instruction to 30-35 contract technicians.
  • Create Project Initiation Forms and perform walkthroughs with project groups to define scope. Provide technical data to support the design and participate in construction sequencing.
  • Equipment owner for track network and Wash Bay—walk down jobs, participate in JSA discussions, LOTO and prepare equipment for maintenance, and issue work permits.
  • Serve as Contractor Host for department 3rd party vendors on an annual basis to ensure they understand the scope of work to be performed, the procedures applicable to the work to be performed, and requirements to perform work within the facility in a safe, efficient manner. Ensure vendors are approved in GAPS and ISNetworld before performing work on site.
  • Operational knowledge of inbound and outbound traffic flow in SIT yard to provide expert support to Logistics Specialist for resolving regional rail operational issues and assist with origin switch issues.
  • Serve as backup site point of contact for state and federal transportation regulatory agencies. Facilitate announced and unannounced site visits from inspectors, report findings to site leadership.
  • Ensure Wash Bay standard operating procedures are up to date and accurate through necessary reviews and feedback from end users.
  • Partner with Logistics Specialist to achieve compliance with LYB Operational Excellence standards.
  • Create, modify, and maintain Wash Bay procedures and assist Logistics Specialist with any associated sitewide safety procedures.
  • This job requires backfilling the Logistics Specialist role, including but not limited to interfacing with operations planners, providing technical support for customer issues, investigating Quality Notifications, maintaining rail track capacity, monitoring railcar counts, scheduling rail track inspections, managing tank levels and loadouts, and overseeing the Bad Order process and car repair prioritization.

 

Min. Qualifications

Education:

  • High School diploma (or equivalent) required
  • Bachelor’s degree preferred

Work Experience: 

  • This position requires minimum 6 years of Operations, Maintenance, Logistics, or relevant experience
  • Supervisor experience is preferred
  • Rail or logistics experience is strongly preferred

Languages English, additional language preferred

Other skills:

To effectively perform the duties of this position, the individual must possess and demonstrate a general knowledge and technical understanding of plant chemical processes, unit operations, and federal transportation regulations.  Strong leadership and interpersonal skills are required due to the frequent interaction with department, maintenance and unit operations personnel, federal authorities, business management and other functional corporate groups.  This position supports the shift organization in a 24 hour, 365 day per year operation.
