This position provides the strategic leadership and direction for Health, Safety, Environmental, Security and Training for the Louisiana Integrated Polyethylene Joint Venture Site (LIPJV) and the Lake Charles Polymers site. This position develops and recommends the appropriate HSES and Training strategies, policies, and management systems for assuring compliance with federal, state, and local health, safety, environmental, security and company requirements. This position also gains philosophical alignment regarding resolution of HSES and Training issues and concerns at the site and acts as a resource to the Site Manager and their staff. The individual serving in this capacity will act as the site’s interface with HSES regulatory agencies.

Additionally, this position is responsible for overseeing and directing the implementation and auditing of Operational Excellence (OE) systems, as well as providing oversight to the Process Safety Management (PSM) efforts of the sites.

Lastly, this position is the liaison with LIPJV member Sasol to coordinate the necessary HSES processes, systems and service agreements to promote the continued safe operations at the joint LIPJV and Sasol Lake Charles Complex. This position reports to the Regional Site Manager.

A Day in the Life

Leads the Regional HSES and Training function to ensure continuous improvement of the programs and performance for the LIPJV Site and Lake Charles Polymers.

Active member of both site’s Leadership Teams working to develop site goals/strategies to achieve corporate initiatives. Support needs of the Site Managers.

Develops and recommends appropriate site HSES and Training strategies, policies, procedures, and management systems for assuring compliance to regulatory requirements and company policies.

Works with Operations, Reliability and Technical to implement these policies and procedures to ensure minimal disruption of desired business results.

Drives site performance improvement through Operational Excellence standards including; focus on gap closure improvement plan, work process and management system development, enhancing learning from experience and rigorous Capital LRP process.

Ensures the HSES and Training programs and practices are consistent with LyondellBasell’s Operational Excellence Standards and in compliance with local, state and federal requirements.

Proactively develops and deploys HSES and Training programs to reduce work-related injuries and illnesses and prevent harm to the environment.

Acts as the champion to ensure proper investigation and follow-up is taken on safety concerns, near misses and incidents. Site lead focal point for Learning from Experience work process.

Addresses all internal and external customer inquiries and reporting requirements regarding health, safety, environmental and security matters.

Facilitates employee involvement, awareness, and continuous improvement in all LyondellBasell’s HSES programs and OE management systems.

Builds relationships and maintains on-going communications with plant staff and manufacturing personnel to develop and maintain a collaborative work environment across the site.

Manages organizational aspects of the Health, Safety, Environmental Security, and Training functions to develop staff with expertise and knowledge.

Sets performance and development goals with the department staff through the use of the Performance Management & Development HR systems.

Facilitates personnel movement, succession planning, and career development to capitalize on each individual’s potential. Resolves conflict between employees.

Works with Site’s Leadership, Corporate HSES, and Legal organizations to share information on the health, safety and environmental performance and issues at the site.

Develops strategies for addressing HSES requirements, shares intelligence from the agencies and industry, and shares Best Practice processes from across the industry.

Develops and implements business driven and cost-effective asset protection strategies: Works with direct reports and their staffs to develop and recommend business driven HSES strategies to the Site Manager and their staff.

Supports Operations in maintaining emergency response & fire protection / loss prevention capabilities to minimize risk to personnel and property and provides regulatory guidance to minimize risk of unwanted events.

Active member of the Americas HSESQ/OE team, representing LIPJV and Lake Charles Polymers, contributing to overall LyondellBasell performance improvement.

Participates in Trade Associations and networks with other industry representatives.

Coaching Site’s Work Process Owners to facilitate improvement in their areas of focus.

Standardizes, coordinates and promotes the integration of Operational Excellence & Quality Management Systems at the LIPJV and Lake Charles Polymers.

Manage the CFAT’s regulatory requirements for the LIPJV and Lake Charles Polymers.

Manages HSES and Training budgets with associated cost centers.

You Bring This Value

  • Working knowledge of regulatory processes applicable to a plant operation.
  • Working knowledge of Lean principles and Six Sigma a plus.

Education

  • Minimum of B.S. Degree in engineering, relevant sciences or specific HSESQ discipline.


Work Experience

  • Minimum of 12 + years of relevant HSES experience working in the petrochemical industry.
  • Experience representing a company to the regulatory agency(ies).
  • Demonstrated leadership ability gained through prior management; minimum of 5 years in a leadership or management capacity is required.
  • Experience in developing a GoalZERO culture and drive for continuous improvement.
  • Languages English, additional language preferred
