The Regional Capital Projects Manager supervises the regional Capital Projects Team, is responsible for projects to meet the quality and technical requirements of LyondellBasell’s Engineering Standards, while following the LyondellBasell Project Management Process (PMP). This role is a member of the site Leadership Team and helps drive the success of the site's performance goals through effective capital project execution, resource management, operational support, and strategic alignment with business objectives. The regional locations are the following LyondellBasell manufacturing sites: Lake Charles Polymers (in Sulphur, LA) and the Louisiana Integrated Polyethylene JV (in Westlake, LA).

A Day in the Life

· Interfaces with site Project Managers and site teams to set priorities and ensure needs are met

· Leads and supervises a regional team, consisting of Project Managers, Engineers and Specialists of all the necessary engineering disciplines required to successfully develop scopes in the early stages of projects, supports the design process to produce IFA and IFC deliverables, and supports construction/commissioning (55-60 people total). The region capital portfolio is around $86MM per year (80-90 projects per year)

· Fixed cost budgeting for the regional capital project team

· Accountable for project quality and timeliness

· Drives standardization and use of best practices at the 2 sites (champion)

· Ensures that all post project audits are performed to measure success and identify opportunities for improvement, as well as supports the IPA benchmarking data gathering/review

· Implements projects against plans developed in conjunction with the site management and technical staffs

· Participates/leads the resolution of technical and commercial issues associated with projects

· Participates directly in commercial/technical contract negotiations

· Manages the staffing to meet the requirements of the project portfolio; facilitates commitment for personnel required on a part-time basis from plant or contract sources

· Team skill development

· Supports and participates in plant safety goals

· Manages risk to the achievement of an organization's strategic objectives in the areas of environmental health and safety, asset capability, quality, and production

· Prepares and maintains workforce plans to ensure project implementation staffing levels are appropriate

· Provides oversight for safe, technically sound, and economical engineering designs

· Ensures timely completion of contract engineering and vendor document reviews

· Attends face to face meetings at the regional site locations

· Ensures proper labor recovery per the LyondellBasell Capital Accounting Procedure

· Supervises all regional project managers, discipline engineers and other specialists dedicated to project development and implementation

Area of Expertise, Requirements

· Knowledge of petrochemical / refining industry engineering practices, contracting practices, and project management/control processes

· Proficient using the Microsoft Office software suite (Excel, Word, PowerPoint, Outlook)

You Bring This Value

Education and Work Experience

· Bachelor's degree in Engineering (Chemical, Mechanical, or Electrical preferred) and a minimum of 8 years of engineering experience. Candidates with a bachelor's degree in another field may be considered if they have at least 10 years of progressively responsible capital project management experience.

· At least 5 years of experience in the petrochemical, refining, or related process industries preferred.

· At least 5 years of experience supporting or leading capital projects preferred.

· Demonstrated management experience or the ability to successfully lead and influence project teams.
