Manager, Technical (Process Control)

Basic Function

This position provides technical leadership, managerial oversight, and strategic direction for the technical department personnel supporting the sitewide systems involving:  BPCS, SIS, APC, and PCN.

Roles & Responsibilities

  • Set direction for the LIP JV Control Systems Engineering department to achieve documented performance metrics and targeted industry benchmark performance via annual performance goals, appraisal and recognition systems
  • Ensure this department is compliant with all required OE and PSM expectations and stays current on all action items assignments from sources such as IMPACT incidents, PHAs, MOCs and Audits
  • Directly develop departmental team leads for increasing responsibility and future roles as well as ensuring the proper oversight of their direct reports
  • Partner with Operations and Maintenance counterparts to implement and drive continuous improvement in unit optimization, process safety, reliability, and maintenance execution
  • Understand control system related risks to the site assets; oversee the development of strategies to mitigate these risks to ensure business needs are consistently met
  • Ensure successful integration with site Capital Projects for relevant assets from development of the Process Design Document (PDD) through final field acceptance activities and startup support
  • Establish departmental personnel standards and training and development consistent with LYB expectations to attract, retain, grow and advance talent
  • Oversee department funding activities for the annual fixed cost budget, and LRP capital projects; and monitor for compliance to budget spending and DOA
  • Balance departmental activities between the SMEs, Team Leads and Control System Engineers to successfully execute the tactical, short-term tasks and the strategic, longer-term items that deliver the promised annual results while laying the groundwork for profitable growth
  • Drive revenue enhancement through all operating areas using a controls and automation strategy that reduces Lost Profit Opportunities (LPO), closes identified gap closure action items, and enhances new PG projects
  • Interfaces directly with Global Projects and Engineering counterparts to align and leverage corporate objectives
  • Ensure proper level of engagement of department members with Technical Knowledge (TKM) and established LYB Technical Networks as well as accredited Industry groups

Min. Qualifications

Education and Work Experience

  • B.S. in Chemical Engineering preferred.  Mechanical or Electrical Engineering are acceptable with sufficient work experience in the field of Process Controls, Process and/or Production Engineering or R&D
  • Minimum of 10 years’ experience in Petrochemical and/or Refining plant processes with background in Process and/or Production Engineering or Process Controls Engineering or R&D
  • Must possess strong interpersonal, coaching and management skills capable of leading large engineering team efforts and drive technical programs/ projects to successful implementation
