The PSM Lead is responsible for the management of process safety risk at the Louisiana Integrated Polyethylene joint venture, located at Westlake, Louisiana. This position may also help support other locations in the region as needed. Additionally, this role functions to ensure compliance with Operational Excellence across the site. The position will represent the site internally and outside of LYB. 

This position reports to the site HSE & Training Manager.

A Day in the Life:

Process Safety Responsibilities:

  • Owns the plant procedures associated with process safety including Operational Excellence (OE), Process Safety Information (PSI), Management of Change (MOC),
  • Process Hazard Analysis (PHA), Safety System Bypasses, Incident Investigation, etc.
  • Ensures all Process Safety incidents are properly classified and investigations are conducted in timely and quality fashion. Serves as the site investigation process owner.
  • Ability to lead formal investigations at the site and other locations as needed.
  • Ensures action items for audits, investigations, and other sources are closed in a timely fashion.
  • Oversees and ensures Independent Protection Layers (IPLs) are being managed effectively.
  • Ensures compliance with Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) and Environmental Protection Agency (EPA) Risk Management Plan Rule (RMP) regulations.
  • Ensures and tracks compliance with new Directives, Advisories and Regulatory Alerts.
  • Champions process safety knowledge sharing across the site.
  • Occasionally serves as an external OE auditor in other plants.
  • Works with corporate process safety group on process safety issues.
  • Ensures monthly report on process safety is issued and metrics are tracked each month.
  • Manages and promotes employees engagement in Process Safety programs and audits.
  • Interact with JV partner to assess and evaluate risk at the site and complex.
  • Maintain and ensure all PHAs, facility siting and risk studies are completed appropriately, on time and reported to management.
  • Supervises the process safety team members.
  • Ability to support other LYB locations within the region as needed.

Operational Excellence responsibilities:

  • Coordinates site compliance with Corporate Excellence Models.
  • Foster the continuous improvement in the sites OE Management Systems driven from audit findings, metrics and best practices.
  • Ensures annual site OE self-assessment is conducted and coordinates Formal OE audits and other 3rd party audits at plant.
  • Author annual OE verification letter for site manager approval.
  • Serve as OE auditor at other plants.
  • Ensures annual Long Range Plan (LRP) from PHAs, drive into budget, track progress and expenditures.
  • Ensures the plant achieves and maintains American Chemistry Council Responsible Care certification.
    • Other responsibilities:
      • Serve on Global Process Safety Network and industry trade groups with an interest in process safety (e.g., American Fuel and Petrochemical Manufacturers (AFPM), The Global Home for Chemical Engineers (AIChE CCPS), Mary Kay O’Connor Process Safety Center, etc.).
      • Manages Formal OE audits, Peer reviews, internal self-assessment audits, or other 3rd Party audits as requested.

You Bring This Value :

  • BS in Chemical Engineering or Safety Discipline
  • Minimum of 8 years’ experience in petrochemical or refining process operations with a minimum of 2 years in a direct employees supervisory capacity is required.
  • Requires demonstrated leadership ability and strong interpersonal skills.
  • Needs a strong grasp of petrochemical technical and operations
  • Ability to effectively communicate, both written and verbal
  • Experience in Human and Organization Performance (H&OP) is preferred.
