Project Control Manager, China

Basic Function

The Global Projects organization China office is responsible for developing and executing major capital projects as a shared-service organization with an estimated annual spend of $1 billion USD. The Project Controls Manager (PCM) is responsible for overseeing the Project Controls function on one or more major capital projects in Asia, but primarily China.  The position includes development of project control plans, change management, providing look-ahead forecasting and trend analysis, monitoring commitments, budgets, invoicing, cash flow forecast, preparing the feedback dossier for the Estimating group, and supervision of Project Controls Engineers.  The project Controls Manager will be interfacing with staff from US, therefore English language skills are preferred.  Projects in China will  use Mandarin as the primary language. 

Roles & Responsibilities

•    Provide project controls leadership and supervise Project Controls Engineers. Ensuring development and implementation of an effective project control plan and proactive resolution of issues .sure required resources and effective processes are in place to execute the project control plans providing consistent oversight  necessary to establish project controls that are effective Apply effective change management processes to ensure capital discipline that ensures cohesive and streamlined projectsLead forecasting/reporting of cost and schedule performance throughout project life cycle that provides clear understanding of current and future spend and possible gaps.
•    Ensure the appropriate level of project controls, and if necessary financial controls, processes are in place to comply with the Delegation of Authority or Internal Controls policies
•    Assist project team in resolution of issues involving cost, schedule, & change
•    Conduct post project audits to collect actual data versus estimated data for the purpose of making adjustments to estimating assumptions and processes Conduct post project audits to collect actual data versus estimated data for the purpose of making adjustments to estimating assumptions and processes
•    Report project cost to management as well as analyzing cost and schedule variances and recommending corrective actions

Personal Specification

•    Demonstrated experience in leading and coordinating cross-discipline teams on major projects with excellent team-building and conflict resolution skills
•    Exceptional analytical skills using Microsoft Excel and Primavera P6 to effectively evaluate project performance.
•    Excellent interpersonal and communication skills to interface with and relate complex concepts/issues with all levels.
•    Excellent leadership, mentoring and team work skills with the ability to effectively transfer technical expertise to less experienced project controls professionals.

•    Bachelor of Science Degree in Mechanical, Civil, Electrical, Chemical Engineering, Construction Management or Business Degree preferred. 
Work Experience 
•    Minimum 10 years of experience as a Project Controls Manager with functional experience in the areas of cost control, scheduling, estimating, construction project controls in the chemical/petrochemical with a background in EPC is preferred.


•    Fluent in Chinese and ability to communicate in English verbally and written
