Basic Function

The Manager, Global Security and Occupational Safety for Asia-Pacific (AP) is the leader of security and occupational safety risk management functions for the LYB manufacturing, R&D, headquarters, and sales functions within AP.
The Manager implements policies to ensure the security of tangible and intangible property, including employees, intellectual property, and assets owned / managed by the company. The Manager also directs the crisis management and functional readiness planning processes throughout AP.
In addition this position is responsible for supporting compliance with government and LYB occupational safety regulations within LYB facilities in the AP region, and for overseeing the continuation of ISO 14001 certification at LYB facilities as appropriate.

Roles & Responsibilities

• Work collaboratively with AP senior leadership, (i.e. HSE, Legal, Human Resources, Manufacturing, etc.) to identify, analyze, and prioritize security risk, including petro-chemical industry regulatory compliance requirements for protecting facilities, supply chains, employees, intellectual property, sensitive data, communities, and customers from security related risk.
• Manage the AP crisis management and functional readiness (business continuity) planning, review, management and educational processes to ensure compliance with government regulatory requirements and LYB crisis management OE standards.
• Support the occupational safety initiatives and programs throughout AP
• Act as a role model for desired safety behaviors
• Participate in developing facility safety programs as required by OE standard or corporate policies
• Drive continuous improvement in the HSE programs and performance in the AP region as directed by LYB HSE leadership in Rotterdam or Houston.
• Utilize incident reports and safety performance data to drive continuous improvement in safety
• Utilize corrective actions resulting from audits, inspections, etc. to drive improvement in occupational safety and overall HSE (Health, Safety and Environmental) performance.
• Oversee the OE occupational safety self-assessment and audit process for LYB facilities
• Ensure proper investigation and follow-up of safety concerns, near misses and incident reports.
• As directed, conduct investigations within AP relating to security regulatory compliance and violation of criminal laws (i.e. fraud, theft, workplace threats, etc.) and provide testimony and evidence in court during legal proceedings, if required.
• Develop risk-based security management strategies to protect AP sites, offices, information, personnel, supply chains, warehouses, and intellectual property / assets.
• Coordinate the management of the high-risk travel security program.
• Oversee the development of security awareness training for AP employees and contractors.
• Evaluate emerging threat issues and develop programs to minimize security / safety risk.
• Develop and maintain a broad network of contacts with AP government agencies, corporations / industry, and academics for benchmarking security, asset protection, safety, and crisis management best practices.
• Develop and managing annual operating budget for AP security and occupational safety function.

Personal Specification

A four-year college degree (i.e. BA/BS or the international equivalent) in any of the following: business management, international affairs, political science, criminal justice, law, education, psychology, anthropology, the social sciences, or industrial / safety engineering.
Possess a professional security certification, such as Certified Protection Professional (CPP) or other equivalent occupational safety certification is desirable.
Master’s degree in any of the social sciences or safety engineering, or an MBA is strongly preferred.

Work Experience:
• Eight to ten years of physical security, asset protection, and./or crisis management experience, or 8-10 years of occupational safety or HSE experience, or any blend of occupational safety, security, asset protection or crisis management experience.
• Three to five years’ experience developing risk-based security management programs, managing operating and capital budgets, and creating annual performance goals.
• Experience in delivering effective security, crisis management and occupational safety training programs.
• Health Safety & Environmental (HSE) related experience, preferably in the oil and gas or chemical manufacturing industry.
• Network-based information security experience to include developing strategies to improve efficiencies using physical security technology.
