Learning & Development Manager

Basic Function

The Learning & Development Manager partners with their regional business leaders, regional HR, and Global Talent/DEI colleagues to successfully lead and implement high impact programs to develop, engage, and retain our employees. This role will be an extension of the corporate Talent & Diversity, Equity & Inclusion (DEI) team and responsible for implementation and leadership of enterprise Talent, Learning, and DEI programs within the region. He/she will be responsible for the regional program management and deployment of enterprise training solutions along with develop and deliver high impact learning solutions to meet the local business needs. 

The Learning & Development Manager will report to the Associate Director, Learning & Organizational Development, with a matrix reporting to the Director of Human Resources, Asia-Pacific & AFMEI. The Learning & Development Manager will act as a learning consultant within the region to the business and HR to proactively identify learning needs and co-design learning solutions with vendors. This role will collaborate with the global Learning team in overseeing the education initiatives and leadership development programs within the region. They will interface with external vendor partners, HR business partners, client groups and business leaders. He/she will also collaborate with the DEI team to advance a culture of belonging and trust, along with deliver global DEI initiatives within region.

This role is responsible for executing strategic initiatives, which includes building awareness of offerings or programs, tailoring messages to the organization consistent with global communications, identifying creative ways to promote learning content and fostering a growth mindset and inclusive culture.  He/she will be responsible for monitoring and reporting learning utilization and effectiveness for regional programs.  In partnership with external vendor(s), the Learning & Development Manager will review end-of-training course evaluations, track trends & themes and make recommendations for improvement as appropriate.  

Roles & Responsibilities

General
•    Drive plans and solutions supporting the enterprise-wide Learning Strategy, Talent Development, and DEI Strategy across the region. 
•    Identify, design and implement programs to successfully engage, retain and develop a diverse workforce, aligned with the global strategy. 
•    Serve as a thought partner with HR and regional leaders to lead and support implementation of DEI initiatives within the region. 
•    Partner with local HR leadership on implementation of Talent development initiatives and talent review processes
•    Consult with regional business leaders to identify and assess learning needs. Partner on identifying best in class vendors, and provide learning expertise in co-designing high impact learning solutions to advance employee skills, competencies and capabilities. Program manage learning offerings. 
•    Collaborate with the LYB Learning Council to identify learning enhancements and understand business needs.  
•    Partner with Learning and DEI Team to identify training needs or activities to further embed inclusive behaviors learned from initial formal DEI training. Program manage sustained DEI learning for all employees in region. 
•    Certification in team effectiveness tools and resources. Partner with leaders to assess, identify and facilitate team effectiveness solutions. 
•    Partner with Learning team to curate employee driven learning pathways and content. Leverage key stakeholders and Communications to develop and deploy employee-driven learning pathways aligned with global strategy and initiatives. 
•    Collaborate and demonstrate influence with outside vendors to design learning offerings. Seek to maximize effectiveness and engagement in learning solutions.  Seek to optimize existing vendor partnerships.
•    Utilize the Learning Management System and other learning technologies in the delivery of learner-centric solutions, partnering closely with the Learning team.  
•    Design metrics assessing and continually monitoring local training offerings, ensuring sustainability and effectiveness. 
•    Identify best practices and innovations in learning. Drive continuous improvements to elevate learning solutions and promote learning as a part of talent development. 
•    Lead and/or partner with the Learning team in the discovery process and support of new teaching and learning platforms, content providers, tools and technologies. Maintain knowledge of new learning approaches, technology, and measurement tools through continuous research to ensure our solutions deliver innovation. 

Min. Qualifications

Education
•    Bachelor’s degree required, advanced degree in learning specialties preferred.  
•    Advanced degree in related field preferred.  Education within psychology, training, human resource management, communications, operational excellence, organizational change management or a related field. 

Work Experience 
•    8+ years of progressive experience in program management.

Preferred Qualifications

•    Previous HR experience leading or supporting learning systems and processes preferred.
