Basic Function

The purpose of the job is to ensure the organisation responsibly meets its fiscal, statutory, taxation and corporate governance requirements.

This is a key management position of LYB joint venture (JV). The incumbent is expected to actively involve in JV management working seamlessly with JV partners to ensure the success of the JV.

In addition, the role is to communicate effectively to JV Board and be able to liaise with Directors to seek for alignment for the best interest of the JV. Management of the Finance function, and provision of finance activities for JV operations, in a cost efficient and manner integrated within the wider JV function, is a necessity.

This role requires to establish sound corporate governance by setting up proper internal controls and risk management.

Roles & Responsibilities

1)            Strategy and Planning

•             Develop, appraise and review JV business plans and projects to ensure achievement of business strategies and objectives.  

Ensure the provision of effective financial controls and procedures through the development and implementation of policies and procedures.


2)            Operational Management

•             Lead and manage the development of JV’s Business & Financial Transaction Systems.

•             Manage the system to plan, control, and review major Capital expenditure projects to ensure effective controls and review of the expenditure.

•             Provide specific input in a broad range of commercial & operational areas including contract management, legal, insurance and personnel issues to ensure efficient and effective management practices.

•             Within the guidelines of JV Board’s direction, manage JV’s treasury activities, including the raising of debt and the management of cash flow.

•             Diligently pursue costs & efficiency improvements across manufacturing and commercial operations.

•             Ensure expenditure within functional control, is in line with business plans.

•             Manage & oversee direct, and indirect, tax compliance obligations consistent with China Tax rules and regulations


3)            Organisational & Personnel Management

•             Work with JV Management team to ensure successful change management processes as required.  Understand the business requirements, develop options to meet these requirements and manage implementation of the agreed option. 

•             Liaise with LyondellBasell functions of financial, taxation, legal, IT & compliance matters as necessary, to ensure JV is properly complied and/ or adopts best practices for continuous improvement.

•             Provide supervision and guidance to departmental support personnel.  

•             Develop JV’s employees.  Ensure succession planning for key personnel is in place.  Make optimal use of LyondellBasell’s internal talent.

•             Model and communicate good management practices and values for employees’ behavioral expectations, monitoring and managing actual performance.

•             Maintain a culture of continuous improvement, striving for industry best practice operational standards. 


4)            Corporate Governance

•             Manage the financial affairs of the JV in order to meet legislative, statutory, group, taxation and management information requirements of the organisation.

•             Provide support to the directors of the JV in matters pertaining to Corporate Governance.

•             Manage within JV delegated Authorities schedule.

Membership of JV’s Management team.


5)            Joint Venture

•             Collaborate with JV partner’s secondees to implement business plan as approved by JV Board

•             Be able to negotiate with partner’s secondees to seek for alignment in financial and operation matters to ensure the best interest for JV.

Understand how JV gets things done and be able to smoothen relationship with partner.


6)            Ad Hoc Projects

Undertake ad hoc strategic projects within the JV (e.g. future expansion) and manage the implementation of all the financial, tax and legal aspects of such projects

Person Specification


  • CPA qualification (US and/ or PRC preferred)
  • Additional Tertiary qualifications in Accounting / Economics / Business related discipline is highly regarded
  • Strong communication skills with fluency in English and Mandarin (ideally)

Work Experience:

  • Extensive accounting experience (minimum 10+ years) in specialised areas (taxation, treasury and banking, auditing) or management of a Finance team in another manufacturing related industry
  • Corporate Governance experience:
  • Full understanding and appreciation of SOX
  • Appreciation / Experience with of Board & Company Secretarial roles / responsibilities
  • Technical Skills - Knowledge of business analysis, business planning, problem solving techniques
  • Knowledge of the Oil and Petrochemical refining or manufacturing processes and business is highly regarded
