This is the role

As the Turnaround Cost Controls Lead you are responsible for leading development of turnaround cost estimates and forecasting costs from initiation to completion. You will support turnarounds at sites in Netherlands and on request in Europe, as well as specific initiatives for business studies or system / process development. 
In this position you will coordinate and effectively communicate with all Plant departments throughout and at all levels of the organization regarding Turnaround  cost and controls issues. Lead the drive for process improvement and TA controls excellence, focusing on cost efficiencies and added value opportunities.

You ensure alignment with initiatives from the Global and European Turnaround Organisation. Futhermore you are responsible for driving a focus of an excellent Turnaround Controls environment at the Plant locations and ensuring alignment with established Global Turnaround Controls procedures, with responsibility for the Annual LRP budgeting for Turnarounds, including the coordination of LE forecasting and Long Range (5Year) Plans. 


Responsibilities and Accountabilities

  • Support major turnarounds in the Netherlands as TA Controls Lead. Responsibilities include, but are not limited to the following: 
  • Develops/issues  the TA Cost control plan.
  • Ensure all Key Controls are in place and effective, meeting all required regulations
  • Develop the Total Installed Cost (TIC) estimate and the control budget at execution
  • Develop transfer estimates for capital project work executed in the turnaround and interface with project organizations
  • Prepares turnaround funding requests
  • Maintain WBS structure in SAP Project Systems
  • Review contractor’s estimates for completeness and reasonable basis for the work scope
  • Lead the Turnaround team to develop internal cost estimates that support the overall project cost basis
  • Oversees team of Cost Analysts reviewing contracts, time sheets, invoices and payments
  • Interface with Plant Manufacturing Accounting during audits and month-end accruals/forecasts
  • Communicate forecast and cost and schedule metrics including changes and trend variances
  • Establish and maintain common methods and standards of reporting format for reports to senior leadership on a monthly and/or weekly basis.
  • Develop tools, matrices and format for tracking, trending, forecasting and archiving of cost/schedule  information
  • Develop project controls work processes and train project team members in project controls function
  • Develop turnaround financial close-out report and responsible for the financial close out of each Turnaround in cooperation with the Fixed Assets, Accounts Payable and Plant Manufacturing Accounting
  • Maintain a field presence during execution and take a leadership role in safety processes
  • Interface with various Turnaround staff members at other locations.  Develops working relationships with Financial and Business staff throughout the LyondellBasell organization to ensure appropriate coordination of activities.
  • Participate as a key member of the Turnaround Management team to achieve manufacturing goals, insures compliance with company Turnaround specific financial policies and procedures, manage financial and administrative support services that satisfy the Turnaround business needs.


Currently we're working on the turn around at our Botlek plant. Early 2023 we will in conjunction start up the preparations for our upcoming turn around at our plant on the Maasvlakte. Ideally we hope to welcome you as a new member to our team as of January / February 2023.

This is what you bring

  • BSc Degree in Engineering, Construction Management, or Business degree required
  • 5 years of Turnaround controls experience in the petrochemical, chemical or refining industries required
  • Fluent in Dutch and English preferably also good knowledge of the French and German language.
  • SAP experience and knowledge of cost calculation systems is required
  • Proficient in Microsoft Office applications
  • Willingness and ability to work turnaround schedules during execution.
