Basic Function

The Telecom Expense Specialist manages, and will work closely with, an external Telecom Expense Management (TEM) partner to manage Telecom services, the renewal of Telecom contracts and provide input to the annual budgeting and the monthly forecasting processes.  

The Telecom Expense Specialist reports to the Unified Communications Lead in the Enterprise Platforms organization and is responsible for ensuring the timely payment of telecom expenses, renewal of contracts, and fulfillment of telecom related service requests by working directly with Telecom providers and holding the TEM partner accountable to agreed service levels and promptly escalating any service level breaches to leadership. The Telecom Expense Specialist is also responsible for annual budgeting and monthly forecasting of telecom expenses globally. 

Roles & Responsibilities

•    Administer telecom expense management and bill payment globally across 50+ carriers in 30+ countries
•    Maintain global mobile device hardware and services request catalog
•    Administer wireline/wireless service provisioning/deprovisioning processes globally
•    Monitor performance of TEM provider via weekly, monthly, quarterly, and annual service-level reviews; track and recommend all service-related action items
•    Resolve escalations for telecom expense and wireline/wireless service issues
•    Budget and forecast wireline/wireless software, hardware and service spend 
•    Onboard new Telecom providers to LYB and TEM provider
•    Collect and maintain a roster of key telecom vendor contacts, current Letters of Authorization for telecom provider accounts and access credentials for telecom vendor portals
•    Perform inventory audits to confirm if services are still active, required and/or disconnected
•    Participate in contract renewals and vendor evaluations for Telecom providers

Min. Qualifications

•    Bachelor's degree in Computer Science, Management Information Systems or Business with a minimum of three (3) years relevant experience, or a non-degreed professional with at least five (5) years relevant experience
•    Experience and understanding of IT disciplines, standards and best practices
•    Ability to build and maintain effective working relationships with all levels of management and staff
•    General knowledge of accounting processes
•    Experience with SAP; preferably knowledge of Procurement and Accounting-related SAP modules  
•    Understanding of the Procure to Pay end-to-end business process
•    Some working knowledge of Ariba software, preferred but not required
•    Ability to deliver results with little supervision in a dynamic environment
•    Demonstrated experience in process improvement
•    Exceptional at networking along with possessing strong analytic skills
•    Ability to acquire and incorporate key stakeholder feedback into evolving vendor management processes
•    Technically savvy and possess an affinity for working with advanced applications and other technologies
•    Consistently and positively contribute in a fast-paced, changing work environment as well as the ability to prioritize tasks and manage work time efficiently
•    Ability to confidently interact with senior leaders when requested
