Basic Function
The IEA Reliability Team Lead is a working Engineer in the Reliability department that reports to the Reliability Manager. This position on coaches, mentors, and supervises IEA Engineers to ensure the safe to establish Bayport POTBA equipment maintenance strategy to ensure the site’s physical assets function according to defined standards of performance; and as Maintenance and Operations executes the strategy, measure, analyze and continuously improve it. The position on also provides engineering support, including: leading reliability improvements, supporting expense & capital projects, and supporting outage & turnarounds. This is a developmental role for an Engineer seeking to become a future LyondellBasell Manager.
Roles & Responsibilities
• Lead a multi-discipline team of IEA Maintenance Engineers to systematically develop, monitor and continuously improve a maintenance strategy that ensures the site’s assets will function as required and realize value throughout their life cycles.
• Assign responsibilities for Engineers for support of routine, strategic objectives, outage, turnaround, small capital projects and Operational Excellence (OE) and Process Safety Management (PSM) requirements.
• Ensure site performance key performance indicators (KPI) are met through active management of team members workload and performance.
•Manage risk to the achievement of an organization’s strategic objectives in the areas of environmental health and safety, asset capability, quality and production.
•Delivers GoalZERO performance through strong leadership, employee/contractor involvement.
• Assists with development of the annual Reliability budget and updates reliability long-range plans.
• Facilitate team member development through observation, coaching, identifying training opportunities and aid in developing department training budget request, and providing continuous constructive feedback.
• Drives strong Engineering Discipline culture that includes continuous improvement.
• Facilitates team member development, and completion of Performance Appraisals and Development Plans.
• Participates in STI and Merit increase determinations for team members.
• Ensures the Code of Conduct and all other Company policies are accurately, consistently, and fairly administered.
• Ensures unit support requirements by coordinating and approving vacations and working schedules.
• Assigns team members to support unit roles, capital projects, maintenance projects, action items, investigations, & turn-arounds.
• Assists maintenance Engineers with troubleshooting and failure analysis of equipment.
• Systematically develop, monitor and continuously improve/optimize an Instrument, Electrical and Analyzer asset maintenance strategy that ensures assets will function as required and realize value throughout their life cycles. Task types include:
o Predictive Maintenance or PdM (e.g., AMS, PdMA)
o Preventive Maintenance or PM (e.g., instrument calibration, control valve overhauls)
o Failure-finding (e.g., proof-testing of safety-instrumented systems)
o Corrective Maintenance (e.g., replacement work instructions, repair plans)
• Ensure spare parts are held in sufficient quantity to appropriately manage asset unavailability risk.
• Leads/provides technical support in the design and installation stages of projects for new assets and modification of existing assets to minimize life cycle cost and maximize asset availability.
• Actively participates in Reliability Improvement and/or Path to Excellence (P2E) Teams to guide effort to maximize equipment reliability.
• Develops and maintains site maintenance & reliability procedures and guidelines.
• Independent protection layer (IPL) validations to support PHAs.
Min. Qualifications
• Bachelor's degree in Electrical Engineering
• Typically eight (8) years of experience in chemical or refinery industry.
• Excellent communication and influencing skills.
• Turnaround experience / ability to work across multi-disciplinary teams.
• Effective leadership and organization skills.

• Project and budget management experience.
• Familiarity with:
o Barrier Failure Analysis methodologies.
o Industry codes and standards (e.g. ASME, API, ANSI, ISA, IEEE, NEC, NFPA) and their application.
o Varieties of process equipment (turbomachinery, pumps, steam turbines, centrifugal and reciprocating compressors, blowers, gearboxes, piping, flanges, pressure vessels, heat exchangers, motors, MCCs, transformers, transmitters, control valves, analyzers, and SIS & DCS systems).
o Instrumentation and measurement technology.
o PLC programming and maintenance.
o Analyzers and sample systems.
o Diagnostics and equipment repair.
o Component failure analysis.
o Business drivers, management of change requirements, reliability processes.
o Electronic tools (e.g. SAP, Meridium, Documentum, Conval, AMS, ExSILentia, Power BI, Microsoft office).
Preferred Qualifications
- Experience with both instrumentation and electrical equipment.
- Familiarity with IEC 61511.
- Independent protection layer (IPL) validation experience.
