Basic Function

The Instrument and Electrical Reliability Engineer is experienced and knowledgeable in the design, maintenance, and continuous improvement of instrumentation, controls, and low voltage electrical systems. The role is part of the Reliability Group supporting plant operation and reliability improvement efforts at the Bayport PO/TBA manufacturing site. Working in a team environment, it carries responsibility for implementing reliability best practices, developing and optimizing preventive maintenance tasks, and supporting maintenance and turnaround activities. The position interacts with other technical groups on site corporate technical networks and peers, and vendors/suppliers as needed to resolve problems and improve plant reliability and performance. Roles & Responsibilities

  • Apply data analysis techniques to develop engineering solutions to repetitive failures and other problems that adversely affect plant operations including capacity, quality, cost, safety, environmental, and regulatory compliance issues
  • Serve as a resource and conduit to consult with peers to share best practices and leverage improvement opportunities at the site and across the company
  • Provide technical support/expertise within your discipline in the design and installation stages of projects for new assets and modification of existing assets to minimize life cycle cost and maximize asset availability
  • Participate in the development of design and installation specifications, acceptance tests, inspection criteria, and commissioning plans for new equipment.
  • Participate in the development of criteria for the evaluation of equipment and technical material suppliers and technical maintenance service providers.
  • Maintain awareness of emerging technology, assessing applicability to improve reliability and performance, or to reduce maintenance cost
  • Lead and participate in incident investigations and root cause analysis
  • Manage risk to the achievement of the organization’s strategic objectives in the areas of environmental health and safety, asset capability, quality, and production
  • Apply Reliability Centered Maintenance (RCM) principles to systematically define, design, develop, monitor, and refine an asset maintenance plan that includes:
    • Value-added preventive maintenance tasks
    • Effective utilization of predictive, condition based, and other non-destructive testing methodologies designed to identify and isolate inherent reliability problems
  • Apply life cycle value analysis to repair/replace/redesign decisions
  • Lead interdisciplinary reliability improvement teams to guide efforts to ensure reliability and maintainability of equipment and process systems
  • Provide technical support to production, maintenance, capital project, turnaround, and process engineering groups
  • Coordinate with PSM and SIS Engineers to ensure that Safety Instrumented Systems (SIS) meet availability requirements by translating Process Hazard Analysis requirements into technical design specifications and preventive/predictive maintenance plans
  • Understand and apply business drivers, management of change requirements, reliability processes, and maintenance workflow.

Min. Qualifications

  • Bachelor of Science degree in Electrical Engineering with a minimum of 6 years relevant experience in instrumentation, controls, and low voltage electrical systems design, installation, and maintenance in the refining, chemical processing, or power generation industries
  • Proven ability to systematically develop, monitor, and continuously improve Instrument and Electrical asset maintenance and reliability strategies
  • Strong interpersonal communication and leadership skills for effective communication of complex issues across the organization, mentoring, and consensus building
  • Must have or demonstrate the ability to develop proficiency in the following areas:
    • Basic understanding of industry codes and standards (i.e. IEEE, ISA, IEC, NFPA, NEC, NETA)
    • Instrumentation and measurement technology
    • Low and medium voltage power distribution and control systems
    • Wireless networks
    • Asset management systems
    • Instrumentation sizing and selection software
    • Safety Instrumented System specification, design, and implementation
    • Analyzers and sample systems
    • PLC maintenance and programming
    • Component failure analysis
    • Reliability engineering concepts
    • Reliability data analysis techniques
    • Predictive and Preventive Maintenance concepts
    • Ability to apply computer software tools (SAP, Microsoft Office, ExSILentia, Minitab, PowerBI)
