Roles & Responsibilities

  • Direct and lead the overall operation of Onsite Health Centers in accordance with federal, state, and local standards.
  • Provide vision to drive the Health Services’ strategy with cultural change within the organization.
  • Subject matter expert to: Human Resources, Safety, Legal, Risk Management, Industrial Hygiene and all other refinery departments on all Health Services related policies and issues.
  • Collaborate with HR, Legal, and Business units to review, develop and implement policies and procedures. Case Management of occupational and nonoccupational injury/illnesses.
  • Collaborate with supervising physician for chart signoffs for compliance with scope of practice outlined in collaborative agreement. Maintain DEA, Control Substance License, and NPI.
  • Provide expertise and knowledge regarding: OSHA guidelines, drug, and alcohol testing, PHMSA, FMCSA regulations, certifying FML, qualifying ADA and maintaining HIPPA compliance; initiate/oversight of ESIS cases and state requirements.
  • Execute compliance with OHSA, PHMSA, FMCSA, FAA, ADA, FMLA, HIPPA, LYB and state requirements.
  • Monitor quality and comply with internal/external local, state, and federal audits.
  • Annual budget forecasting, oversight, and cost-containment.
  • Assess, evaluate, diagnosis, and develop treatment plans for occupational and non-occupational illness and injuries utilizing education and training as Advanced Practice Nurse/Physician Assistant with supervision of Medical Doctor.
  • On call duties to include after normal business hours to manage LYB work related injury and illnesses.
  • Administer Drug and Alcohol Program to comply with LYB Company Policies, as well as DOT requirements. Function as DER in some cases (Designated Employee Representative) and coordinate with HR, Supervisors to report results as appropriate.
  • Actively lead Health Care Team to provide efficient, consistent compliances approaches and excellence in care by: Leading the health center team to improve employee’s health outlook and biometrics. Monitoring regulatory developments and interpreting new occupational health legislation, regulations and industry standards to determine the appropriate means of compliance for assigned business units, and; Coordinating development, review and, as necessary, revision of corporate policies and standards related to health services.

  • Complete medical examinations (OSHA regulatory physicals, hearing, pulmonary and pre-placements) for assigned business units using quality, cost-effective methods for program delivery as needed to determine Fit-for-Duty.
  • Provide occupational health support for Crisis Management Team and emergency response situations.
  • Responsible for staff development (RN, LVN, MA) through in-service and competency-based training.
  • May be required to provide ancillary case management support. Responsibilities:
    • Reviews all assigned files to assess the claimant’s medical needs, work status and present condition to develop and document an action plan for each referred claim.
    • Acts as a facilitator to injured worker, employer, provider, adjuster, and attorney where allowed, fostering non-adversarial relationships while moving towards maximum medical improvement, safe early return to work, and file closure.
    • Reviews all medical records/documentation for medical necessity and appropriateness of care. Works with all parties involved in the management of the claim to formulate a plan for rapid, safe, and whenever possible, early return to work.
    • Participates in problem solving to develop an effective strategy for claim closure.
    • Maintains the file in accordance with CCMSI’s claims handling guidelines and incorporates the essential activities of case management as defined by his/her certification guidelines throughout the medical case management process on each file.
    • Develops the medical case management plan for each claim in conjunction with the standards. Each managed claim should contain individually focused, functionally oriented treatment plans. Maintains a close working relationship with all parties involved in the claim as allowed per state jurisdiction.
    • Makes recommendations for referrals when necessary and appropriate, for independent medical evaluation, treatment, consultation, second opinion, site evaluations, etc.
    • Supports and fosters a team building environments for all internal and external customers, assuring that their needs are met in a timely and efficient manner.

Min. Qualifications

Relocation assistance to Houston, Texas metro may be provided for this role based on your geographic locale.

Degree

  • Master’s Degree or higher, in Nursing and Board-Certified Nurse Practitioner or Accredited Physician Assistant Program

The minimum number of years of job-related experience required by this job is:

  • Candidate would have 5 years’ experience as a Nurse Practitioner or Physician Assistant 
  • Preferred 2-3 years in an occupational setting

Preferred Qualifications

Preferred training and skills:

  • COHN-S
  • Certification pursuant to US DOT requirements for urine drug screen collections and breathe alcohol screening.
  • CAOHC hearing conservation certification.
  • Pulmonary Function testing certification.
  • Experience with FIT testing.
  • Proficiency with SAP and Cority are desirable.
  • Proficient with Microsoft Office programs.
  • Proficient with ACT tool and Cority.
  • Proficient with ODG by MCG

Certificates, Licenses, Registrations

  • Current Jurisdictional Nursing, Nurse Practitioner or Physician Assistant license required.

Travel 10% may be required
