The Environment Engineer will be responsible for environmental compliance with state and federal regulations at the LyondellBasell Bayport Site. The primary environmental media for the position will be water and waste with significant support for air programs. The individual will interface with a diverse group of customers, including process and project engineering, operations, maintenance, plant management, and outside regulatory agencies.

A Day in the Life

Maintain ownership of assigned site environmental programs, which may include the following:
Ozone Depleting Substances (ODS) Program Owner
•    Manage ODS program in compliance with 40 CFR Part 82 and ensure that EPA-certified technicians are used for all refrigerant related operations and repairs at the site.
•    Maintain the ODS compliance database , and track compliance with the allowable annualized leak rate.
•    Review records to ensure they are adequately maintained.
•    Prepare and submit timely periodic reports using information logged in the ODS Compliance database.
Toxic Release Inventory (TRI) Program Owner
•    Prepare and submit timely annual TRI report and maintain backup documentation at the site.
•    Develop and/or provide regulatory guidance for applicability of new chemicals or chemical categories and for any changes that may affect the site.
Tier II Program Owner
•    Prepare and submit timely completing annual Tier II report and maintain backup documentation.
•    Responsible for evaluating all new chemicals or chemical categories at the site for applicability to this program.
Toxic Substances Control Act (TSCA) Program 
•    Responsible for updating annual throughput spreadsheet.
•    Flare Management
•    Facilitate implementation of LYB corporate flare projects.
•    Monitor performance versus regulatory requirements 
RCRA and Compliance Plan Program
•    Provides guidance related to RCRA, waste characterization, handling, transportation and disposal and applicable regulations.
•    Support compliance through documentation of waste stream characterization and manifesting, including correct RCRA classification and assigning proper DOT shipping description.
•    Perform and assists with waste audits, waste tracking, sampling for waste analysis, developing procedures, and container labeling or placarding.
•    Responsible for completing Annual Waste Summary Report, Biennial Report, Waste Minimization Certification, Source Reduction Minimization Plan, Pollution Prevention Reports, LYB’s Sustainability Report.
•    Oversee consultant(s) responsible for sampling, well maintenance and repair.
•    Owner of the groundwater Compliance Plan 
•    Complete the Underground Injection Control report.
Spill Prevention, Control and Countermeasure (SPCC) Plans Program
•    Manage program to ensure compliance with the SPCC program.  Audit program on periodic basis.
Water Programs
•    Complete periodic water quality Discharge monitoring reports (DMRs)
•    Oversee and provide support to the environmental specialist.
•    Owner of the Potable Water program including maintaining the Monitoring Plan.
•    Review and update Potable Water procedures.

RCMS (Responsible Care) 
•    Responsible for implementing, maintaining, and continuously improving the site’s Responsible Care Management System (RCMS). 
•    Works closely with site HSES, all operational areas of the site, and corporate HSE to drive a culture of safety and responsible performance.

Other Potential Programs:
•    Supporting Air Programs (As-needed/annual PBRs, MOC reviews, general air compliance, LDAR, HRVOC)
•    Lead annual compliance tests on heaters for MACT DDDDD
•    Assist with sampling and annual BWON TAB estimates.
•    Diesel Engine Testing and Compliance

Additional Responsibilities

In addition to managing the above stated environmental programs, the role will require: 
•    Interaction with Operations and other plant personnel to ensure a consistent understanding of environmental requirements and developing applicable training.
•    Serve as environmental subject matter expert for assigned Unit(s) and programs in the area of environmental compliance.
•    Interfacing with and respond to regulatory agencies on permitting, regulatory reporting and on compliance issues, including inspections, and investigations.
•    Completing and submitting applications and or reports to regulatory agencies.
•    Interpreting and communicating regulatory requirements, effectively identifying solutions when rule ambiguity exists.
•    Developing environmental procedures, compliance strategies, continuous improvement processes and maintain management systems.
•    Providing support to maintain site compliance with permits and regulatory requirements.
•    Monitoring environmental monitoring variables for respective unit(s) to ensure compliance with requirements.
•    Participating in the completion of monthly emissions inventory and sustainability reporting for respective unit(s).
•    Reviewing projects for environmental impacts and identify relevant action items prior to operation.
•    Rotational On-call Responsibilities after business hours and on the weekend
•    Operations training on environmental regulatory programs and topics

You Bring This Value

This position requires a Bachelor's degree in Chemical Engineering, Environmental Engineering or other appropriate engineering degree, or related technical discipline with a minimum of 5 years' relevant experience. In addition, the candidate should possess:
•    Demonstrated proficiency with US Federal and Texas Air, Water, Wastewater, Waste regulations/requirements and compliance demonstrations.
•    Demonstrated understanding of air emissions calculations, and emission reporting processes.
•    Working knowledge of environmental permitting and the regulatory process and experience representing a company to the regulatory agencies.
•    Experience developing and/or managing environmental compliance systems.
•    Excellent written/oral communication skills with the ability to communicate effectively with all levels of individuals/employees.
•    Proficiency in the following competencies should be demonstrated: drive for results, interpersonal capability, broad perspective, motivating each other, integrity and building trust, and dealing with ambiguity.
•    Proficiency with Microsoft Office Applications, specifically strong hands-on spreadsheet comprehension
•    Demonstrated ability to work efficiently, prioritize workflow, meet demanding deadlines, and manage multi-faceted projects in a fast-paced environment, where demands and priorities change rapidly.
•    Previous experience preparing air emissions inventory, Toxic Release Inventory (TRI), Tier II, hazardous waste, storm water, and wastewater discharge reports.
Preferred Qualifications
•    Experience in the chemical manufacturing industry is highly preferred.
•    Working knowledge of Hazardous and Miscellaneous Organic NESHAPs (HON/MON) and BWON, a plus.
