Capital Projects I&E Specialist

Basic Function

The Bayport Complex Capital Projects group is seeking a well-organized and detail oriented I&E Specialist. In this role, you will interact with plant operations, reliability, CSE and maintenance personnel to complete detailed planning and preparation activities for capital projects and outage execution along with managing and coordinating the field work during execution and commissioning. 

Roles & Responsibilities

  • Work with Project Manager and Operations to identify timing and windows of opportunity for project execution in production schedule.
  • Provide design and constructability input into engineering and design during early Project  phase development.  
  • Conduct and/or participate in Constructability Reviews to support design and scope development.
  • Assist Project Team in defining staffing requirements such as contractor staffing plan and owner’s coordination team staffing that will be required to execute project scope of work (pre-outage, outage, commissioning, post-outage).
  • Work with Operations Specialist to obtain final approval for location of new equipment, panels, devices etc.
  • Participate in the development of cost estimates to execute the I&E work scope.
  • Develop maintenance work notification template and review final maintenance work order plan for work to be executed by LYB Maintenance.
  • Work with Project Manager, Contractor, Contractor Warehouse Lead, Stores and QA/QC to ensure all project tagged, specialty or long lead items are properly received, stored, documented, maintained, etc.
  • Work with Operations Production Maintenance Coordinators to prioritize and schedule maintenance support for engineering and design field verifications and Capital Project execution.
  • Review execution plans to ensure all execution steps and critical path logic are included in the work scope and on the overall schedule. Ensure critical activities are identified for all parties (Maintenance, CSE, external vendors, Discipline Engineers, MOC lead, etc.)
  • Ensure all technical requirements, inspections/testing requirements, materials, onsite specialty services, and off site shop services are identified and included in the plan, schedule, etc. to execute the project.
  • Work with Project’s QA/QC Lead to define requirements for technical and QA/QC documentation for the I&E scope.
  • Mobilize, onboard, and facilitate site specific training and/or instructions to contractors and owner’s execution team as related to the project execution. Audit and track contractor compliance with safety requirements, procedures, and hazard elimination.
  • Communicate and distribute daily work schedules and priorities to contractors and execution team. 
  • Lead contact for field construction questions.  Resolves, communicates and/or elevates field execution issues and concerns in timely manner to Project Manager, Construction Manager and Operations.  
  • Participate in outage planning sessions and status updates. Communicate barriers, issues, and needs to Project Manager, Construction Manager and Project team to assure quick resolution of problems.
  • Participates in interlock and function test.
  • Develop and update loop tracking spreadsheets to be used during project execution
  • Coordinate/run/execute/ loop checks.  
  • Monitor contractor schedule compliance, productivity, and quality and assure that contractors are providing accurate progress updates to planning and scheduling each shift.  
  • Engage subject matter experts such as engineers for problem resolution of technical issues and discovery or scope change requirements.
  • Oversee quality assurance activities and verify compliance and completion of all required inspection, testing, and documentation. 
  • Verify completion and acceptance of I&E work through the work closure process.
  • Identify and capture lessons learned from each project and update constructability/readiness reviews for application to future projects. 

Min. Qualifications

•    Associate's Degree in Industrial Electrical Technology or related field, equivalent two-year trade school or completed related apprenticeship plus five (5) years maintenance experience with extensive knowledge of an industrial petrochemical facility's equipment and history, or ten (10) years industrial maintenance experience without the degree;
•    Must meet the requirements to be considered a ‘qualified electrician’ and NFPA 70E trained.
•    A thorough understanding of the  site maintenance work processes and its interactions with operations;
•    Ability to supervise/lead a crew during outages
•    Excellent analytical skills to effectively evaluate equipment performance, troubleshoot equipment performance issues and knowledge to drive continuous process improvement.
•    Excellent interpersonal and communication skills to interface and relate complex concepts/issues to Project Manager (PM) and site leadership;
•    Excellent problem solving and team work skills;
•    Results orientation;
•    Self-starter with independent decision making skills;
