Basic Function
The Capital Project Procurement Lead is responsible to support Procurement / Contract Manager for all aspects of Procurement / Contracts for assigned capital projects in the range of $20MM - $300MM Total Installed Cost (TIC). Depending on project size and complexity, the Capital Project Procurement Lead shall support award of Prime Contract, support / perform pre – award, award and post award activities for materials and Services.
Roles & Responsibilities
• Support Contracts and Procurement Manager for activities on assigned projects
• Perform all activities in accordance with LYB’s code of conduct and procedure
• Support effective management of internal client, engineering contractor and supplier relationships to benefit the Project
• Ensure departmental goals are met
• Assist Procurement / Contract Manager in coordinating with Engineering Companies and guiding them in their activities
Prime responsibilities of candidates during various phases of Procurement for Global Projects is mentioned below:
• Pre-Award phase:
o Maintain Vendor / Contractor database
o Maintain master SOI / RFI template and results
o Provide prequalification support
o Provide input for development of Project Vendor / Contractor list
o Execute Confidentiality Agreement between LYB and Vendors / Contractors
• RFP:
o Facilitate Ariba RFP process
o Ability to handle multiple capital sourcing events at the same time.
• Award:
o Registration of Vendors in SAP
o SAP PO creation and maintenance (prime contract and “shadow PO’s” for EPCm managed purchase orders)
o Prepare CAR and CAF workflow (internal governance documentation)
o Administer required documents and assist Procurement / Contract manager to seek management approval
o Assist / Lead Contract negotiation and signature
• Post Award:
o Savings reporting
o Lead / Support Change Order management
o Support Claim management
o Register of bank guarantees. Inform Procurement / Contract manager on expiration of documents.
o Invoice validations support

• Activities for self-performed / Engineering, Procurement Construction management contractor (EPCm) managed projects:
o Assist Project Procurement / Contract Manager in coordination of Contracting and Procurement activities
o Lead / Assist development of Procurement / Contracts plan and drive execution of strategy
o Assist Coordination of all Owner and EPCm Contractor procurement activities including RFP´s, evaluation of commercial proposals and recommendation of award.
o Support Procurement Manager to setup work process flows with EPCm.
o Support / lead the EPCm in the creation and alignment of the Approved Vendor Lists.
o Oversee all Contractor procurement activities to ensure they are legal, ethical and in conformance with Owner´s requirements.
o Support / Lead effective negotiation on behalf of LYB with the inclusion of Legal, Risk Management, and Finance, as required.
o Obtain / maintain / Release of bond documents from all Vendors and Contractors
o Ensures timely payment of invoices in accordance with payment terms of the contract.
o Assist Procurement / Contract manager in claim management process of Prime Contracts, material / service contracts.
Min. Qualifications
Bachelor’s Degree in Engineering / Supply Chain / Law / Business Administration degree required.
Work Experience:
8 to 12 Years of relevant industry experience in Contracts and Procurement function with Owner / EPC company for Oil & Gas / Petrochemical industry
Languages:
• English
• Knowledge of other European languages is a plus
Skills:
• SAP
• Ariba / other E-sourcing tools
• MS Office (High proficiency)
• Demonstrated experience in procurement of Material / Services for large capital projects
• Experience in best cost country sourcing
• Good communication and reporting skills
• Good commercial skills to obtain best value for LYB
