Basic Function
The Capital Project Procurement Buyer is responsible for supporting Global Projects Procurement / Contracts Manager for all aspects of Procurement of materials / services for assigned capital projects in the range of $20MM - $300MM Total Installed Cost (TIC).
Roles & Responsibilities
• Support Contracts and Procurement Manager for activities on assigned projects
• Perform all activities in accordance with LYB’s code of conduct and procedure
• Support effective management of internal client, engineering contractor and supplier relationships to benefit the Project
• Ensure departmental goals are met
• Assist Procurement / Contract Manager in coordinating with Engineering Companies and guiding them in their activities
Prime responsibilities of candidates during various phases of Procurement for Global Projects is mentioned below:
• Pre Award phase:
- Maintain Vendor / Contractor database
- Maintain master SOI / RFI template and results
- Vendor Registration
- Support the Confidentiality Agreement execution process between LYB and vendors.
• RFP:
- Facilitate Ariba RFP process
- Ability to handle multiple capital sourcing events at the same time.
- Liaison to vendor data management to ensure proper SAP setup.
• Award:
- SAP PO creation / Amendment including prime contract and “shadow PO’s” for EPCm managed purchase orders
- Administer required documents.
- Ensure Compliance with LYB's processes during award of PO with support of Procurement / Contract Manager
• Post Award:
- Register of bank guarantees and bonds. Inform Contract Manager / Procurement Manager on expiration of documents.
- Invoice validation support
- Change order document filing
- Support PO Closeout
- Support during audit activities
Min. Qualifications
Education:
Bachelor’s Degree in Engineering / Supply Chain / Law / Business Administration degree required.
Work Experience:
• 2 to 5 years of Contracts and Procurement experience within an Owner or EPC organization or a mix of EPC/Owner organizations with a bachelor’s degree or 5 to 10 years experience without bachelor’s degree
• Experience of working in Refining and/or Chemical industry is preferred.
Skills:
• SAP
• Ariba / E-sourcing tool experience is preferred
• Excellent written and oral communication
• MS Excel (high proficiency), MS Word
• Strong bias to action and sense of urgency
• Organized and detail orientated
