Basic Function

The Health, Safety, Environmental (HSE) & Administrative Specialist will be responsible for championing GoalZERO behaviors across all employees and contract personnel at the site and driving continuous HSE improvement by leading monthly Safety meetings and assuring employee adherence to all corporate policies and initiatives. This position will also be responsible for driving compliance with LYB OE standards and company policies, and related local, state and federal HSE standards and regulations. These activities will require communication with a diverse group of customers, including engineering, operations, maintenance, site management, and outside regulatory agencies. Basic administrative functions include managing invoicing and account payables, creation of site purchase orders, maintaining inventory and supplies, data entry and ensuring all incoming and outgoing packages are shipped/received in a timely manner according to policy.

Roles & Responsibilities

  • Lead site HSE programs including life critical processes, industrial hygiene, emergency response, waste handling, OSHA and EPA compliance and others.
  • Lead safety improvement initiatives, safety meetings and site safety and environmental events, acting as a champion for improvement and compliance, while interacting with site personnel to ensure a consistent understanding of regulatory and procedure requirements.
  • Participate in and lead HSE teams (employee safety, emergency response, incident investigations, job safety analysis, and others), including organizing/presenting monthly safety meetings, HSE council meetings, and all other site safety initiatives including active participation as the site representative in corporate HSE calls.
  • Ownership and ensure adherence to all site HSE systems, programs, standards, policies, and procedures.
  • Understand base HSE concepts, interpretation of safety data sheets, regulations, and standards as they relate to site equipment, processes and materials to which the regulations and requirements must be applied.
  • Monitor site HSE performance, track progress and report results as relevant, managing performance to maintain site’s HSE compliance requirements. 
  • Ensure appropriate employee safety training compliance and record maintenance.
  • Maintain the environmental compliance, waste management, safety data sheet, and import/export control database.
  • Manage third party vendors (GAPS, Vendor Data Management), ordering supplies, logging/paying invoices, while adhering to budgetary targets.
  • Lead site employee and contractor onboarding, office equipment upkeep, sample exportation/importation, shipping/receiving, general office and other duties as necessary to meet site/company requirements.
  • Work across the organization to support all functional groups as needed with billing, data entry, and general office needs.
  • Coordinate visitor and facility activities and events.

Min. Qualifications

Education:

  • Bachelor’s degree preferred, will consider candidates with an associate's degree and 5+ years professional qualifying experience in Occupational Health & Safety or related, and/or relevant HSE Certification program.

 

Work Experience: 

  • Minimum of 2 years relevant work experience in a manufacturing or technical center environment, preferably with working knowledge of quality systems and procedures, plastics and analytical testing, converting and processing.

Preferred Qualifications

Licenses & Certifications:

  • Certified Safety Professional or other safety professional certifications/credentials preferred.

Skills

  • Strong written and verbal communication skills for effective communication across multiple levels cross functionally with special emphasis in technical writing of standard, procedures, and work instructions.
  • Strong numeric, analytical, and problem solving skills.
  • Strong data management and record keeping skills.
  • Conversant in Microsoft office programs and general business applications.  SAP, Intelex, Documentum, Sphera and Ariba preferred.
