Plant Engineer

Basic Function

The incumbent is accountable for providing general engineering and technical support to the Jackson facility to ensure the maintenance and development of site technical integrity across all engineering disciplines in accordance with local, state, Federal and LYB standards. The incumbent will also provide small project management capability at the local level as well as, process engineering input to larger site expansion projects. #LI-RH1

Roles & Responsibilities

1) Manage site engineering and small project activities to ensure ongoing development of site technical integrity, infrastructure and production capability.
    • High level of success of small projects, ease of startup, training and smooth operation of facilities. 
    • Thorough integration of engineering management systems into JKO controls and processes. 
2)  Manage site CAPEX budget.
    • CAPEX spend vs. business plan
    • Insure alignment of projects with needs of the organization/ site. 
    • Follow capital approval process in SAP to request, approve, and spend capital. 
3)  Provide LYB on-site small project management capability.
    • Preparation of scope definition documents, buy in from business, technology, plant personnel and functions
    • Safe, on time, on budget and within scope small project delivery
    • Smooth hand-over of projects from engineering to operations
4) Site Engineering standards and management systems.
    • Custodian of JKO Site Plant MOC system, ensure use where relevant, track completion and audit system
    • Develop existing engineering HSE management systems/procedures to ensure compliance with LYB standards.
    • Set up and maintain site engineering records system to ensure ready access to all necessary engineering data for the site.
5) Regulatory Engineering/ support of HSE initiatives and Operation Clean Sweep. 
    • Support site leadership pursue changes and improvement to engineering controls on site that support our site’s complains with all operating regulations. 
    • Support Operation Clean Sweep at JKO by facilitating organic improvements
6) Process Safety
    • Complete Process Safety Reviews on a site wide basis according to a structured program as required.
    • Custodian of site Area Classification system
    • Design, engineer and implement improvements on an ongoing basis to dust control and noise abatement
    • Participate in Health Risk Assessment Process
    • Develop machinery safeguarding strategies
    • PHA management and execution
    • Participation in site Safety and Reliability Improvement Teams
7) Personnel Development/Coaching
    • Provide technical support to maintenance and Process Specialist/ Control personnel to assist in development of engineering solutions and counter measures to solve on going plant problems. 
    • Collaborate with team to find place where engineering expertise can help team members achieve short and long term goals.

Min. Qualifications

Education:
Degreed Engineer, with concentration in Mechanical, Chemical, or Electrical Engineering.    

Work Experience:
5-7 years’ experience in a manufacturing environment, preferably within a LYB or similar high integrity engineering environment.  Compounding or resins, either operations, maintenance, projects or technical support experience preferable. 

Licenses & Certifications:
None required.

Skills:
Project management skills are preferred. Must have excellent verbal and written communication skills. Business management skills, or ability to achieve a budget/spend to sustain operations.
