Basic Function

This position is responsible for the direction of the company’s Health, Safety, Environmental and Security (HSE) programs and policies for the Jackson facility.  This position is also responsible for compliance with all local, state and federal health, safety and environmental regulations and is the interface for the site with all HSE regulatory agencies.  The incumbent in this position is the management representative for the site’s ISO 14001 certification.  And, the incumbent is also responsible for management of security and emergency response for the Jackson site.  Additionally, the Jackson Site provides part-time (1/2 FTE) HSE support for the Grand Junction Site (GJO).  The HSE Manager is a member of the site leadership team and is responsible for the professional development and career advancement of his/her direct reports.  This position is accountable for management of costs related to HSE programs and initiatives. #LI-RH1

Roles & Responsibilities

1) Drive and support the health, safety and environmental initiatives and programs at the Jackson facility and facilitate HSE support for GJO.
    • Act as a role model for desired safety behaviors.
    • Actively participates as a leader in all site safety processes and rituals.
    • Work in a safe and effective manner.
    • Follow all safety and environmental procedures.
    • Spend time in the field observing, assessing, and conversing to understand state and health of HSE  compliance
    • Use feedback and data to understand needs of workforce, adjust programs to needs, and drive HSE strategy
2) Drive continuous improvement in the site HSE programs and performance.  Analyze data and trends to proactively address emerging issues and evolving conditions.
    • Utilize incident reports, observation data, and other information to drive continuous improvement in safety.
    • Implement company-wide procedures and policies, as required.
    • Utilize corrective actions resulting from audits, inspections, etc. to drive improvement in HSE performance.
    • Establish, maintain and communicate key HSE KPI performance to management and site personnel.  Use KPI data to identify HSE gaps and opportunities for improvement.
    • Ensure HSE programs and policies are compliant with LYB Operational Excellence expectations
    • Oversee and assure the quality of the OE self-assessment and audit process for the facility.
    • Ensure timely and proper investigation and follow-up is taken on safety concerns, near misses and incident reports.
    • Develops and implements business driven and cost effective HSE strategies
    • Develop GoalZERO culture through analysis of human and organizational performance utilizing data, feedback, investigations & H&OP network.
3) Drive continuous improvement in the site’s security and emergency response capabilities
    • Implement company-wide procedures and policies, as required.
    • Share best practices and benchmark with local industry and other LYB sites.
4)  Maintain the site ISO 14001 environmental management system and certification
    • Serve as the Management Representative for ISO 14001 
    • Oversee internal and third-party audit programs 
    • Ensure effective corrective action and follow-up to any audit nonconformances or deficiencies.

Min. Qualifications

Education:  Requires a B.S. degree in Engineering, relevant sciences, specific HSE discipline or relevant experience.  The individual should possess a thorough knowledge of ISO 14001 Environmental Management Standard.  Strong computer and communications skills are required as this person must be able to interface with all departments and levels of the organization.

 

Work Experience:  At least seven years of relevant HSE and leadership experience in the chemical or related industry.  Prior experience in HSE management is preferred.

 

Licenses & Certifications:  Specialized certification such as Certified Safety Specialist (CSP); Certified Occupational Safety Specialist (COSS); etc. is highly recommended.

Must be able to build teamwork and collaboration both within the department and within the entire plant in order to advance goals and initiatives.  Must be a facilitator who can engage team members in openly expressing their opinions and providing differing viewpoints and ideas in order to drive results.  Must possess excellent verbal and written communication skills and be able to actively use communication skills to drive teamwork, consistency and achieve results.

 

Safety:  The incumbent participates in the LyondellBasell commitment to the HSE policy and ISO14001 through an awareness of and adherence to Health, Safety, Environmental, and Security programs, together with management of environmental aspects of plant performance and all HSE aspects of departmental performance.  The incumbent drives and uses safe work practices, leads and assures delivery of high quality safety meetings and owns as well as advises his/her supervisor of any unsafe conditions.
