Basic Function

Supply Chain is a customer-focused Center of Excellence providing industry-leading service while delivering differential value to the business, today and into the future. We separate our Supply Chain functions into several areas; these include logistics, customer fulfillment, services, trade compliance, and support for business processes and systems. 

As a member of our dynamic Supply Chain team, you will play a critical role in ensuring that LyondellBasell follows all required trade compliance processes and procedures for the North America region. In this role, you will act as the subject matter expert (SME) and first-line resource for all Trade Compliance Specialists. In addition, you will be responsible for supporting all business units and managing the day to day trade compliance activities which may include supporting US, Canada, and Mexico Imports or Exports. During a typical day, you will receive trade compliance requests and must complete in a timely manner.  

This position reports to the Business Process Systems and Support Manager and is primarily located at our Houston Engineering Center office, only 14 short miles east of downtown Houston, TX. Roles & Responsibilities

  • Provide guidance and support to Trade Compliance Specialists to resolve any requests. 
  • Manage complex day to day trade compliance activities, which may include supporting US, Canada, and Mexico Imports and Exports. 
  • Act as liaison and facilitate effective collaboration with Account Specialists, Planning, Sales, Asset Managers, Marketing Managers, Legal, Technical Services, and other internal groups to provide consulting on any trade compliance requests.  
  • Manage and ensure consistent import and export record-keeping for US, Canada, and Mexico and provide oversight as needed.
  • Develop and lead INCO Term training while also providing expertise to the Sales and Account Specialist teams.
  • Collaborate with technical team to ensure proper classification (HTS/ECCN) of LYB products.
  • Ensure Trade Compliance Specialists have a clear understanding General Rules of Interpretation as well as completed the HTS training.
  • Manage trade compliance shared mailboxes to ensure all requests are handled in an efficient and timely manner.
  • Proactively manage effectiveness and adherence to Imports and Exports processes/procedures.
  • Attend trade compliance trainings, provide training recommendations to team, and support the team to ensure trade compliance expertise is maintained. 
  • Oversee Free Trade Agreement (FTA) process for the company. 
  • Effectively manage relationship with Freight Forwarder and Broker network.
  • Maintain operational excellence through accurate, conscientious transactional execution according to established key performance indicators (KPI).
  • Proactively collaborate with Trade Compliance Specialists to pull data for internal and external audits and to ensure all audit requests are handled.
  • Implement and oversee process improvements via corrective and preventative recommendations.
  • Lead effort to collect required data for Duty Drawback and Export Licensing.
  • Manage Drug Enforcement Agency (DEA) 486 reporting requirements for LYB.
  • Manage value and FTA reconciliations for imports.
  • Operate with a solution-oriented mindset with regard to process improvements; Assist with change implementation for extended system improvements or other Trade Compliance projects.
  • Model LyondellBasell core competencies with internal and external customers.

Min. Qualifications

  • The ideal candidate will have at least 6 year relevant, industry related experience.
  • A Bachelor’s degree or Trade Compliance is strongly preferred. Will consider candidates with a High School Diploma that have at least 10 years’ relevant experience in lieu of a Bachelor’s degree.
  • Must possess excellent communication, organization, and facilitation skills with a focus on results, customer service and change management.
  • The ideal candidate will possess excellent troubleshooting skills.
  • Ability to manage multiple tasks and priorities effectively.
  • Interpersonal and negotiation skills centered on innovation and problem solving are key for this role.

Preferred Qualifications

  • Bilingual in English and Spanish (written and spoken) is preferred, but not required.
  • Proficient in Microsoft Office (specifically Excel) and familiar with extended tools. Knowledge of Access preferred.
  • 4+ years of SAP/SAP Reporting (BW, BI) experience is preferred.
  • Some Project Management skills.
  • Excellent Analytical skills.
