Basic Function

The Pipeline Maintenance Supervisor will direct and monitor pipeline Measurement and Communications maintenance activities to ensure the safe operations of the Equistar Pipeline.  In addition the role will ensure that all activities comply with safety requirements and regulatory requirements. Responsibilities include developing a well-rounded workforce that has the proper skills and training for the various roles they will be assigned to complete. The supervisor identifies performance deficiencies/potential improvements and takes appropriate action. Supports other departments when needed including Operations, Capital Projects, Business and Finance. The incumbent will provide positive leadership by being a role model, setting expectations and maintaining accountability around those expectations, and providing timely performance feedback through the effective use of dialog and coaching.

Responsibilities

•    Responsible for Health, Safety and Environmental compliance for pipeline maintenance operations; maintaining safe operations, work environments and performance of employees and contractors 
•    Supervises direct reports to assure routine maintenance work lists are developed, reviewed and executed.
•    Manage and direct all activities of the Measurement  and Communication team
•    Manage diverse team of measurement and communications technicians
•    Conduct monthly safety meetings with team to communicate company safety messages and engage team to understand any safety concerns and actively mitigate to ensure safety of team.
•    Lead for all EPO’s SOX audits
•    Lead for all internal and external ISO 9001 quality audits
•    Interface with the business and legal teams 
•    Assist schedulers with line imbalances
•    Lead the hiring of new Measurement and Communication Technicians including evaluation prior to hiring
•    Oversee training of new employees and rotation of technicians for various area qualifications
•    Responsible for the development of technician’s skills and building leaders for the future.
•    Sign off technicians area of responsibilities and qualify techs for permit writing
•    Review and update all Measurement and various other procedures annually
•    Manage employee vacation and sick leave
•    Developed and maintain training program for team
•    Ensures pipeline’s compliance with environmental and regulatory requirements with all State, DOT and PHMSA regulations in addition with all company policies and procedures. 
•    Support internal and external compliance reviews.
•    Maintains good interdepartmental communication.
•    Responsible for maintaining department’s budget and implementing efficient work practice to maximize resources.  
•    Provides input for annual expense and capital budget for pipeline measurement and communications team.
•    Analyzes overall maintenance performance and recommends strategic and tactical changes to achieve business objectives.
•    Leads incident and emergency response activities and participate in spill drills and exercises.
•    Provides operational reports to management. Identify and recommend opportunities and implement improvements.
•    Performs other related duties as assigned or requested.
 
 

Skills & Qualifications

•    High school diploma required
•    Working knowledge pipeline measurement.
•    5+ years of experience in pipeline industry with emphasis on maintenance and operations.
•    5 years’ experience in a Leadership role in the pipeline, underground storage, petrochemical or refinery industry is preferred. 
•    Knowledge of Pipeline regulations and their applicability to the pipeline system
•    Strong communication skills - both verbal and written.
•    Demonstrated ability to supervise and motivate others with strong leadership and teamwork abilities.
•    Demonstrated strong independent decision-making skills
•    Must be able to understand and adhere to strict environmental, health, safety, security and quality policies
•    Willing and able to work outside, year-round under various weather conditions
•    Willing and available to respond to high priority or emergency activities outside of normal work schedule.
•    Must have strong computer skills including SAP and Microsoft Office
