Basic Function

This primary responsibility includes providing operational support of the subsidy/grant application process from initial identification of funding opportunities through proposal development/grant writing, submission and involvement in award negotiations through to execution, as well as ongoing management per requirements to ensure fully compliant and audit safe execution of value through obtained subsidies.   

This role will have a strong understanding of the LyondellBasell manufacturing businesses and operational facilities as well as a thorough understanding of the company’s sustainability and circularity initiatives to be able to identify, obtain and administer potential funding sources. 

In alignment with LYB Global Subsidy strategy and governance for capturing subsidies that will help our Sustainability goals, manage the ongoing subsidy plans and develop the future initiatives in North America. This role will analyze the market to identify new opportunities, apply for subsidies, obtain approvals and manage the ongoing requirements to protect the achieved agreements with the authorities at federal and/or state level in relation to Net Zero and C&CLS Capital and Operational projects in the 5 year plan. 

This new position as Subsidy Manager, North America will closely work with the other position Subsidy Manager, North America launched 18 months ago due to the numerous subsidy opportunities and sustainable initiatives in NA.  

Roles & Responsibilities

General 
•    Analyze the market to identify subsidy opportunities aligned to LYB identified priorities.  This may include the identification of benefits and obligations, adherence to specific rules and internal procedures associated with the various funding sources  
•    Manage the NA funding applications in relation to the North American projects and initiatives 
•    Keep track of project submission timelines and deadlines and coordinate the process to meeting the delivery/submission dates. 
•    Post application submittal, follow applications through approval, through execution of funds and ensure all requirements are met to sustain subsidies over time  
•    Develop, execute and assure compliant and audit-trail safe execution processes integrated within LYB’s systems and ensure compliance with requisite funding authorities.  
•    Support the portfolio of investments LYB is planning as part of our Sustainability Strategy in North America.  

•    Alignment and close cooperation with multiple internal and external functions and stakeholders to ensure alignment and prioritization  
•    Day to day coordination and management of the supporting consultant/legal firms resources 
•    Support in negotiations of (future) grant agreements 

Area of Expertise, Requirements 
•    Will require strong listening and communication skills as position will be interfacing with LYB senior and site leadership, governmental authorities, industry leaders, and consultants/legal firms 
•    Ability to drive results & lead a diverse group of individuals without having direct line supervisory responsibility 
•    Ability to identify and build strong working relationships with public officials and other key policy stakeholders in the region 
•    Broad understanding and connections to multiple functional groups within LYB that the position will need to coordinate and draw upon to support these activities from Government Relations, R&D, Finance, Business, Global Projects, Manufacturing, outside LYB with consultants/Legal firms to maximize funding success rates and identify new funding opportunities from NA Federal and/or State authorities in alignment with LYB Global funding strategy and governance 
•    Requires to learn rapidly about LYB organization, systems, and structures in case of non LYB employee  
•    Demonstrated success with NA Federal and State funding programs with past experience

Min. Qualifications

Education: 
•    A higher education qualification in political science, public policy, business management, economics or science (Engineering or Chemistry in particular). 
•    An advanced degree in business, law or public policy would be a plus.

Work Experience: 
•    10+ years of experience in chemical industry minimum 
•    Some years of experience with NA funding programs is needed 
•    Experience working in an international company or trade association 
•    Demonstrated competency to lead and manage complex cross-functional initiatives

Languages: English fluent (written and spoken), plus additional languages would be a plus

Preferred Qualifications

Skills:
•    Understanding of how to leverage the value of bilateral, regional, and multilateral government relations forums and platforms to advance the strategic direction of the company.   
•    Ability to identify and build strong working relationships with public officials and other key policy stakeholders in the region 

•    Proven track record in structured, process-driven work environment requirement high level of reliability and due diligence 
•    Prior project/program management experience (government funding and public-private partnerships)   
•    Shown ability to address then resolve issues by communicating difficult information tactfully and diplomatically is required. 
•    The ability to collaborate effectively with all levels of the organization/management and influence decision-making across matrix organizations and outside LYB is required. 
•    Strong financial competence and business development experience is preferred. 
•    Experience developing and documenting processes are strongly preferred. 
•    Previous experience with subsidy/contract management of North American programs strongly preferred. 
•    Eligible to work in the US 
•    Must have strong listening and communication skills 
•    Eager and capable to learn quickly 
•    Eager to work with Global organization with the Global Subsidy manager based in a different region
