Basic Function
We are seeking a highly skilled and knowledgeable Pipeline Regulatory Compliance Specialist to join our team at LyondellBasell Equistar Pipeline Operations (EPO). As a Pipeline Regulatory Compliance Specialist supporting EPO, you will represent EPO in dealings with federal and state agencies. This role is responsible for interpreting regulations, working with applicable agencies, and coordinating with management to ensure overall compliance success.
Roles & Responsibilities
- Ensure compliance with CFR 49.195 and CFR 49.192 regulations.
- Coordinate with state and federal regulators to facilitate inspections.
- File NPMS and PHMSA annual reports accurately and on time.
- Maintain up-to-date knowledge of regulatory O&M requirements.
- Develop and implement compliance programs and procedures.
- Stay current with Notice of Proposed Rule Making (NPRM) initiatives.
- Provide training and guidance to staff on regulatory compliance matters.
- Monitor and report on compliance activities and performance.
- Manage the public awareness program to ensure effective communication with stakeholders and the public regarding pipeline safety and compliance.
- Research pipeline segments to identify and review historical information.
- Engage with projects to perform design reviews to ensure regulatory compliance.
- Review forms and procedures to ensure compliance with regulations.
- Work with Operations and other teams to complete required paperwork for incidents and other notifications as needed.
- Work independently on mid-sized projects/technical assignments supporting Operations, Maintenance, and Engineering.
- Maintain a strong understanding of industry and operational requirements.
- Demonstrate in-depth knowledge of safety requirements, produce results, and meet goals.
- Exhibit proficiency in company processes, policies, procedures, and guidelines established by the organization and governing agencies.
- Prepare and deliver presentations to individuals.
- Collaborate with teams to ensure compliance, build improvement plans, and meet training needs.

- Participate in and/or make technical presentations to management.
- Assist with data gathering in preparation for regulatory inspections.
- Develop and/or review processes and policy manuals related to pipeline safety.
- Monitor and review company activities to assess the level of compliance with existing and proposed federal, state, or industry legislation and regulations regarding pipeline safety.
- Work with applicable agencies in the classification and certification of operating assets.
Min. Qualifications
- Bachelor's degree in a related field or equivalent experience.
- In-depth knowledge of CFR 49.195 and CFR 49.192 regulations.
- Proven experience in preparing for and facilitating Railroad Commission of Texas audits.
- Expertise in filing NPMS and PHMSA annual reports.
- Familiarity with regulatory O&M requirements, drug and alcohol requirements, control room requirements, and integrity management audits.
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Detail-oriented with strong organizational skills.
- Travel up to 35% to the field during regulatory inspections as needed.
