Basic Function

 

This position is part of DT Transformation, ES&P Group.   This position is responsible for managing Project Managers/Scrum Masters within the Program Delivery team, ensuring the delivery of a portfolio of projects in the Digital Technology area in a global multi-billion-dollar chemical company.  The position will oversee the Project Management pool and a portfolio of projects and will lead and work closely with the project managers to ensure the projects are being delivered successfully.  In addition, the Program Delivery Manager will be working closely with the Enterprise Architecture, Software Engineering, and Data Analytics and Business Interface teams to identify the pipeline of projects and support getting them approved.

 

This role is open to candidates based in US, Rotterdam & Germany. 

Roles & Responsibilities

 

  • Oversees the PM group coordination and administration of all aspects of ongoing initiatives within the LYB Customer Excellence, I&D, O&D, and APS functions (planning, organizing, staffing, leading and controlling project/ program activities)
  • Develop standards within the LYB PM group on how projects are planned, organized, staffed, led, and controlled
  • Supports PMs in agile and waterfall methodologies
  • Liaises with other Managers to ensure effective and efficient project and program delivery
  • Coordinates the delivery of services among different projects and program activities to increase effectiveness and efficiency
  • Develops and implements PM processes and policies, directs project management staff, and works with other department leaders to define, prioritize and develop projects and programs.
  • Ensures consistent and standardized set of behaviors, approach, and utilization of standards of PM’s
  • Develop a consistent level of competencies within the PM pool contractors
  • Recruits, interviews, and selects well-qualified external PMs to cover variable demand
  • Ensures up-to-date knowledge exists within the Internal PM pool 
  • Ensures contractors are onboarded properly and trained according to LYB standard methodologies
  • Ensures standards, processes, and methodologies are reviewed, enhanced and in place and utilized properly in all projects
  • Ensures that all the actions from post-implementation reviews are properly implemented and applied to new projects
  • Ensures that clear roles & responsibilities are in place between the PM group and the partners working with the PMs over the project lifecycle. 
  • Ensures project readiness before starting a new initiative and before moving to the next project phase
  • Provides proper partnership to all the PM partners including Business Sponsors, BPO, OCM
  • Ensuring the understanding of roles & responsibilities for all project team members (IT owner, business owner, steering team, business project manager etc.)
  • Ensures projects are delivered within the expected quality, budget, timeline, and scope
  • Ensures coordination of capacity needed to deliver the PM services within the given business domain

Min. Qualifications

 

  • Bachelor's or Master's degree in computer science, information systems, business administration or related field preferred 
  • 12+ years of IT and business/industry work
  • Ten to fifteen years of leadership responsibility managing medium to large teams and influencing senior-level management and key stakeholders
  • Experience leading global rollouts and internationally distributed teams 
  • Strong communication and interpersonal skills 
  • Excellent management and team-building skills 
  • Ability to analyze, understand and effectively communicate between IT requirements and technical design and implementation 
  • Experience in budget planning and management 
  • Problem-solving, negotiation and decision-making skills to influence management
  • Experience and negotiation skills in working with internal and external partners / vendors
  • Demonstrated leadership abilities; effective in matrix management and team building
