Basic Function

To perform assigned environmental responsibilities for the purpose of ensuring the refinery is in compliance with applicable federal, state, and local environmental regulations, rules, and permit requirements. This position has ownership for understanding one or more bodies of environmental air regulations and related compliance activities, and assigned environmental tasks, programs, processes, or systems. This position also plays key role in regulatory interpretation and compliance functions at the refinery.


Roles & Responsibilities

  • Performs assigned responsibilities with minimal or no supervision.
  • Manages/leads teams that include refinery and contractor personnel.
  • Develop, train, mentor, and coach environmental refinery and contractor personnel.
  • Manages/Performs assigned air, water and waste environmental tasks.
  • Manages/Prepares applications, obtains, maintains, modifies, and manages day-to-day compliance programs for air, water, and/or waste permits and rules as assigned.
  • Manages/Performs complex environmental assignments and has ownership of some significant environmental functions and/or programs at the site.
  • Interprets federal, state, and local rules and their interrelationships to the refinery.
  • Manges/Performs emissions calculations for emissions events, emissions inventory, TRI, GHG, MECT, HECT, and rule, MSS and permit compliance, etc.
  • Manages/Participates in spill, release, and emissions event/incident investigations as assigned.
  • Manages/Participates in agency inspections/investigations/audits and prepares responses to same with input from legal and any affected refinery team, group or department.
  • Perform environmental training of refinery workforce.
  • Performs Environmental On-Call duties several (typically 2-7) weeks a year.
  • Responds to after hours and weekend refinery incidents even when not on-call.
  • Responsible for any environmental tasks assigned to manage environmental department workload and site environmental compliance to cover department vacations, sick days, jury duty, etc. as needed.
  • Experience with Title V/NNSR/NSR/PSD/PBR regulations, permitting, & compliance.
  • Experience with refinery federal and Texas air rules and regulations (e.g., NSPS J/Ja, NSPS K/Ka/Kb, NESHAP, RMACT I & II, EPA RSR, MACT F/G/H, SOCMI HON, Tx Reg 5, Tx Reg 7, etc.).
  • Experience with federal and Texas air wastewater rules, e.g., NSPS QQQ, NESHAPS FF, SOCMI HON, MACT CC, TX Reg V a plus.
  • Experience with notification to agencies, e.g., NRC, STEERS, and e-Notify/CAER line.
  • Manage/prepare reports for any of the above rules, regulations, and programs for management review, approval, and subsequent submittal to applicable agency(ies).
  • Function as an environmental contact to units, departments, or projects as assigned.
  • Environmental experience in all media (air, water, waste) a plus
  • Reviews/approves/completes MOCs as environmental representative to assigned unit, area, or asset team.
  • Manages all Incidents, tasks, or reports etc. assigned.
  • Manage/Lead individuals or teams of environmental personnel as assigned.

Min. Qualifications

  • Minimum BS or advanced degree in Engineering (preferred) or Science
  • Minimum of 7+ years in environmental
  • Minimum of 7+ years refinery/petrochemical in-plant experience
  • Must have good interpersonal skills; work well with others and be good mentor/coach
  • Must have good verbal and written communication and presentation skills
  • Must have good time management and organizational skills
  • Must be a quicker learner, self-motivated, and dependable
  • Must be detailed and results oriented and a problem solver
  • Must be able to impact and influence others
  • Must be proficient in MS Excel, Word, Outlook, Access and PowerPoint
  • General/Working knowledge of MOC, SAP, INTELEX, EDMS, LIMS, IP21 or equivalents
  • Working knowledge of environmental air regulations
  • Working knowledge of emissions events/reporting and emergency response
  • Working knowledge of environmental air wastewater regulations
  • Working knowledge of air environmental labs and analytical reports
  • General knowledge of waste, wastewater, drinking water regulations
  • General knowledge of emergency response
