Basic Function

As a member of the Corporate HSE Leadership team, this role is responsible for leadership and strategic guidance of the function globally.  It provides direction and oversight for programs associated with Operational Excellence, Process Safety, Loss Prevention and Quality.  These functions include the management of the HSE Governance processes with the company’s HSE programs.  Operational Excellence (OE) is the company’s HSE and Operational management system which includes corporate standards, preferred practices and guidance documents.  

Additionally, this role provides leadership and strategic direction to the Process Safety and Loss Prevention teams who are chartered to reduce risk across all our manufacturing facilities. These teams also review Process Safety risk for technology sales and new plant start-ups.

This role is responsible for the global Quality Management systems within the company.  This includes the quality standards, corporate governance and auditing against ISO and IATF standards. 
Beyond maintaining the Governance structure, this role seeks opportunities for continuous improvement in efficiencies and effectiveness.

Roles & Responsibilities

•    Provides the strategic vision around the development, review and revision of Operational Excellence Standards and work processes that are used to drive continuous improvement towards operational excellence. Manage the workflow of new and revised documents through approval governance.
•    Through 5 direct reports and a larger indirect team, this role is responsible for shaping and driving strategic activities to develop high-value capabilities across the business and geographies.
•    Providing organization leadership to create and improve the Operational Excellence processes including development of the Operational Excellence Management System within business units and at manufacturing facilities, including directing / guiding  the OE Steering Team (OEST) and secretary for the OELT
•    Manages the process safety team to ensure the resources for the Process Safety risks for technology sales and new plant start-ups are executed.
•    Ensures execution of the global insurance risk management programs to sustain LYBs insurance, drive the right priorities and to manage related costs.
•    Global Process owner of the OE Systems excellence model and management of the OE Systems core team. 
•    Responsible for the development, implementation and maintenance of a Company-wide audit program (both OE and Q) focused on the identification and understanding of significant gaps between current operations and the Company standards, to create continuous improvement.
•    Leading the advancement of the Operational Excellence culture throughout the Company via communication, recognition, education and assistance.
•    For the larger / complex audits, leading interdisciplinary teams of 6 to 18 people, including senior manufacturing and technical support staff managers in operations, maintenance, HSE and technical fields, on operational excellence audits of our facilities.  Communicates effectively and objectively with facility manager and staff.
•    Leads the coordination with Internal Audit, Quality, Supply Chain, JVs to align OE support and to minimize overlaps.
•    Provides oversight of the Capital prioritization process and Capital Program Owners with emphasis on HSE, process safety and loss prevention capital requests
•    Works with manufacturing locations to properly assess risk. 
•    Work closely with Manufacturing, Supply Chain, and the core businesses on key initiatives that will drive operational efficiency, improve overall quality.
•    Manages organizational and individual development aspects through mentoring, succession planning, and talent management strategies for the staff and broader HSE department
•    Ensures LYB has appropriate represent on relevant industry \ trade associations to influence and implement industry best practices that deliver continuous improvement in HSE performance.

Min. Qualifications

B.S. in engineering or equivalent with a minimum of 12 years of chemical or refining manufacturing experience preferred.

Work Experience: 
Substantial knowledge of chemical, processing or refining plant maintenance, operations and/or HSE.  Experience in other functional areas is also desirable.

Experience of working / living in different cultures preferred.
