Basic Function


This position reports into the Sr. Director Digital Transformation, Enterprise Strategy & Planning group in DT. This position is responsible for managing the Program and Project Delivery for the DT Enterprise.   This senior position will oversee a global pool of 30+ resources and a portfolio of 150+ projects and programs leading a group of internal and external project managers to ensure high quality project delivery. Provides oversight of a portfolio of projects and programs ($50+ million in cost) to ensure successful delivery of anticipated results.
The role incumbent is accountable for sourcing, maintaining and managing competent and high quality internal and external resources. This role works closely with and manages external vendors in terms of Statement of Work (SOW) and engagement requirements, ensuring all vendor management quality expectations are met or exceeded. This senior role will require managing and interfacing multiple resources (both in IT and Business) at all levels of the organization.


This position defines that project management excellence through standards, templates, processes and procedures are in place and executed in compliance of appropriate methodologies, standards and governance.  In addition, the IT Project Management Manager will be working closely with the Governance & Strategy, Enterprise Architecture and Business Interface Groups to identify the pipeline of projects and programs as part of the Demand Management Process. Partners with the appropriate development and implementation teams to ensure flawless delivery.

Roles & Responsibilities

  • Oversees the Project Management Office with direct accountability for delivery to the 4 Business Interfacing areas as well as the IT4IT suite, which includes coordination and administration of all aspects of all initiatives within the functions (planning, organizing, staffing, leading and controlling project/program activities)
  • Develops standards within LYB PM group how projects are planned, organized, staffed, led and controlled as well as value realization of the investments
  • Provides process leadership to the program managers, project managers and leads on the projects
  • Identifies opportunities to continuously improve our functional excellence for program / project delivery and PMO, including resource allocation
  • Liaises with other DT functions and leadership to ensure the effective and efficient project and program delivery, based on key performance indicators that will be monitored
  • Coordinates and consolidates the delivery of services among different projects and program activities to increase effectiveness and efficiency and manage interdependencies
  • Accountable for the management of external vendors in terms of SOW and engagement requirements, ensuring all vendor management quality expectations are met or exceeded.
  • Ensures the development and maintenance of Project Management standards, processes, procedures, policies, tools and methodologies
  • Ensures consistent and standardized set of behaviors, approach and utilization of processes, procedures, policies, tools and methodologies
  • Develops and maintains a consistent level of competencies within the Project Management pool of resources
  • Recruits, interviews and selects well-qualified external Project Managers (PM) to cover variable capacity
  • Ensures resources are on-boarded and trained according to standards and processes.
  • Ensures that all the actions from post implementation reviews are properly implemented and applied to new projects and programs
  • Ensures that clear roles & responsibilities are defined, agreed and maintained within the Project Management group and the partners working with the PM’s throughout the project lifecycle
  • Ensures project readiness before starting a new initiative and prior to moving to the next project phase
  • Ensures projects are delivered within the expected quality, budget, timeline and scope
  • Ensures capacity needed for successful delivery of projects and programs
  • Participates in the project review meetings and provide independent assessment on the projects overall health and status
  • Provides broad IT and project knowledge
  • Provides leadership on projects that have significant issues and provide active support when needed
  • Have a very good understanding of the state of the portfolio of projects.
  • Supports the PMO office in ensuring that projects are being reported on accurately.
  • Drives accuracy in project financial reporting and forecasting
  • Ensures that project management and development lifecycle process is followed and makes improvements.
  • Drives standardization and proactively recommends improvements

Min. Qualifications

  • Bachelor's degree required
  • Master's degree in computer science, information systems, business administration or related field preferred or 15 years of equivalent experience
  • Typically, 10+ years of leadership responsibility managing medium to large teams and influencing senior-level management and key stakeholders
  • Experience leading global rollouts and internationally distributed teams
  • Strong communication and interpersonal skills

  • Ability to analyze, understand and effectively communicate between IT requirements and technical design and implementation
