We are seeking a Controller to join our Pipeline Operations Team.  In this role, you will be responsible for monitoring and operating Equistar Pipelines on a 24-hour basis, ensuring the timely and accurate product delivery or receipts for customers and suppliers in Texas. This position operates and monitors over 1500+ miles of product / feed stock pipelines, storage facility operations, remote pumping facilities, and 75+ customer / supplier sites.  The Pipeline Controllers are responsible for the operation of the emergency response communications system for the notification of pipeline management / government agencies per Department of Transportation (DOT) and state regulations in Texas.

A Day in the Life

  • Ensures personal and team safety while promoting a Goal Zero work environment; performs all work activities in compliance with applicable state and federal environmental regulations.
  • Performs their duties in adherence with enterprise procedures, standards, and specifications.
  • Takes personal leadership role in daily activities, task planning, incident investigations and work performance as they relate to the enterprise’s key focus areas of Safety, Environmental, Quality, Reliability, and Cost of operation.
  • Provides accurate, timely communication to coworkers and collaborate across functions to improve individual and team performance; proactively share ideas, raise concerns, and foster a respectful work environment. Participates on committees dealing with investigations, policy and procedure development and special groups designed to improve the workplace environment. Expectation to understand and support the product scheduler role dependent on the console worked.
  • Supports the training and skill development of peer Controllers. Engages in frequent developmental dialog w/ their supervisor and others to continually enhance personal and group performance and development.
  • Monitors and operates the Equistar Pipeline’s systems to provide quality service to customers / suppliers of the organization and meet all designated monthly quotas and / or scheduled transfers of products and commodities. Maintains readiness to operate the system to meet emergency needs that arise across customer sites.
  • The Controller monitors and responds to the Pipeline’s Computational Leak Detection software, is responsible for troubleshooting imbalances and initiating Maintenance callouts to perform field troubleshooting, leak checks and repair as necessary to return pipelines to a balanced condition.
  • Monitors and maintains the process of outside facilities, including remote operation of the facility equipment and direction of the facility operator. 
  • Partners with the Pipeline maintenance departments on equipment outages, potential problems that could affect the operation of the system, and supervision of personnel after normal working hours via the on-call program to maintain the integrity of the Pipeline systems.
  • Monitors product quality to ensure that the product delivered into or from the Equistar system is on test and meets all customer / supplier specifications.
  • This position is responsible for monitoring and maintaining operational records of the process system, constantly upgrading the system through teamwork with the SCADA group to change or tune the system within the proper parameters.
  • This position monitors a vast array of communication systems, i.e., satellite system, data transfer T1’s, microwave system, 900 MHz radio system to support the SCADA network, and the 450 MHz two-way radio system that provides communications and guidance to the various maintenance groups on the pipeline and in the storage facility.
  • The Pipeline Controllers are the first contact in an emergency situation; they ensure the process is started for on-site response and activation of the Emergency Operations Center (EOC) and employee / community alert systems. Maintain an open line of communication between the field and the EOC to support the needs of the Incident Commander and the field groups.
  • This position is expected to travel if Control Center operations are re-located from the primary Control Center location (Clear Lake, TX) due to annual testing of systems, Hurricane evacuation, other site evacuation and / or training at off-site locations. 

You Bring This Value

  • High school diploma or GED
  • 5 years of related experience in Pipeline operations and/or 10 years’ experience in chemical/refinery plant Operations with 5 years or more console operations experience, logistics, or equivalent pipeline maintenance experience on pipeline systems.
  • Working knowledge of computer systems used for operations process control (DCS/SCADA).  A background in chemical plant processes is a valuable tool to the knowledge base for this position. 
  • Must be able to work 12-hour rotating shift and provide overtime coverage.
  • Required to live within a 1-hour commute of the primary control center in Clear Lake, TX, as required to meet regulatory and company guidelines for fatigue management and hours of service limits.
