Capital Buyer

Basic Function

The Capital Project Buyer is primarily responsible for executing the detailed tactical procurement functions in support of the Global Projects procurement and contracting group. The Capital Project Buyer supports the transactions of all projects being managed by the group.

Deliverables: 
•    Execute the transactional procurement activities to support the Capital Procurement and Contracting Managers in SAP
•    Administer contracts in SAP and other eProcurement systems 
•    Manage effective internal client, and supplier relationships to benefit the Project
 

Roles & Responsibilities

•    Process requisitions and purchase order releases in SAP per the procurement plan
•    Gain purchase approvals through appropriate DOA
•    Support suppliers completion of the CDA process with LYB legal when necessary.
•    Support completion of PO Terms & Conditions by liaising with suppliers and  LYB Legal & Risk Management teams.
•    Support the new vendor set up and GAPS set up process
•    Support adding people and suppliers in Ariba in support of the RFx process
•    Support purchase order changes and purchase order close out.
•    Provide detailed information for procurement and project measurement systems.
•    Support expediting and supplier kick off and progress meetings as needed
•    Where requested, execute the RFx process and commercial evaluation process
•    Ensure compliance with LYB supplier qualification process 
•    Liaise between Technical Materials Category, Global Projects, Global Engineering Services, and Site Technical Authority 
•    Ensure adherence with Trade Compliance requirements. 
•    Promote excellent working relationships with internal customers and other supporting organizations. 
•    Maintain relationships with key business and manufacturing partners and key supplier contacts. 

Min. Qualifications

Education:  Bachelor’s degree preferred.

Work Experience:

1+ years of procurement experience within an Owner organization or a mix of EPC/Owner organizations working directly on buying equipment, materials and/or services is required. 

1+ years of oil, gas, or petrochemical related industry experience and knowledge related to purchasing and materials management is preferred. 

Critical Competencies/Behaviors:

Procurement Professional able to work as a valued team member with the Project and Engineering Organizations to ensure the procurement cycle remains on time.

Good understanding of the “Procure to Pay” process as well as all of the interfaces and hand-offs therein.

Experience in writing effective purchase orders
