Basic Function
LyondellBasell seeks a Senior Manager, Government Relations (Northeast Region), to develop and implement state government relations strategies in the Northeast Region (OH, PA, NJ, VA) for one of the world’s largest petrochemical companies. The position leads the development and execution of the company’s legislative agenda at the state level in the Northeast Region, represents LYB interests within industry trade associations, engages with elected officials and stakeholders to advance priority issues in key state legislatures. A key component of the position is to advance policies on the state level that promote the company’s sustainability and circularity ambitions, including advanced technologies and infrastructure. Further, the position is responsible for engagement in the public policy process, the development of advocacy plans, policy agendas and advancing public policy objectives to advance the company’s long-term business interests. This role will work cross-functionally throughout the company to manage a portfolio of key issues at the state and local levels as well as coordinate with the federal team. The Senior Manager, Government Relations (Northeast Region) must have a solid understanding of substantive policy and business issues associated with the industrial sector, preferably the petrochemical industry.
Roles & Responsibilities
Reporting to the Head of U.S. State Government Relations, the Senior Manager, Government Relations (Northeast Region) is responsible for:
- Protecting LyondellBasell’s interests by advocating the company’s positions on important legislative, regulatory and policy issues at the state level in the Northeast Region.
- Developing and maintaining strong relationships with key regulatory, executive and state officials in the Northeast Region.
- Developing and implementing legislative and regulatory strategies in the Northeast Region.
- Cross-functional coordination with internal stakeholders and company leadership to develop public policy positions on priority issues impacting the company.
- Providing guidance and regular written and oral briefings to company leadership on matters of interest to the company.
- Building and maintaining relationships with partner organizations, coalitions, foundations and serving in leadership positions within trade associations to advance policy goals.
- Understanding regulatory environment in existing business and emerging markets to identify trends and engage regulatory bodies to protect the business, with a focus on environmental regulations, tax, energy, plastics circularity, carbon reduction, recycling infrastructure and sustainability.
- Work cross-functionally with members of Government Relations and internal stakeholders to ensure consistent policy messaging and advocacy.
- Know, adhere to, and educate other internal stakeholders on state lobbying and ethics rules.
- Supporting the development and implementation of company’s state-level PAC giving strategy.
- Engaging with external stakeholders at campaign fundraisers, site visits, community relations and trade association events.
Min. Qualifications
- Bachelor’s Degree or equivalent experience, preferably in public policy, government, communications or business.
- Minimum 7 years of relevant experience in state government relations, managing multiple states in complex roles with strong focus on public policy, lobbying, issues management, government relations, crisis communications and sustainability in an industrial sector, preferably petrochemical industry.
- Proven leader who is innovative in solving problems, developing advocacy strategies, analyzing complex issues, overcoming challenges, and achieving goals.
- Strong understanding of complex public policy issues, political, legislative and regulatory processes in states within Northeast Region.
- Excellent interpersonal skills coupled with a confidence and comfort of interacting directly with corporate executives, senior business leaders, government officials and key stakeholders.
- Demonstrated strong verbal and written communication skills.
- Experience managing multiple demands and constituents while meeting deadlines, building effective teams and staying organized in a complex business environment.
- Ability to continuously improve processes.
- Ability to work independently and demonstrate sound judgment, with exceptional attention to detail and timing of deadlines.
- Position will work a hybrid-model, both remotely and in either a private or shared office environment.
Preferred Qualifications
- Graduate degree in business, public policy or law preferred.
