Basic Function
  • Supporting the TA Procurement buyers with turnaround processes, contractor strategies, matrix creation, TA Excellence execution and milestone compliance for all North America.
  • Supporting Major Contracting strategy implementations with a 2-3 year look ahead.
  • Supports Supplier Performance Management (SPM) activities. 
  • Interacts directly with internal clients, materials suppliers and service contractors to ensure accurate turnaround safety, job scope and legal requirements are communicated and met. 
  • Report out regularly to the Turnaround Procurement Manager, GPU Procurement Manager, Category Managers, and TA Procurement team on the overall turnaround scheduling, progress, and key procurement activities and issues. 
  • Focus on Turnarounds from Pre-execution to Post execution. This includes planning, contract reviews, compliance to strategies, problem solving, and resolution during execution. 
Roles & Responsibilities
  • Provide leadership to enable the organization to achieve GoalZERO performance.
  • Responsible for supporting/executing Turnaround procurement strategies. 
  • Responsible for managing TA Lessons Learned knowledge database.
  • Lead post TA Lessons Learned collaboration with turnaround leadership and major contractors.
  • Support TA buyers with AP Networks readiness audits
  • Support TA buyers during TA execution when needed. 
  • Work with Turnaround Manager to drive standardization of Procurement practices within the turnaround procurement team.
  • Coach/support TAEM goals and milestones across GPU/Turnaround procurement.
  • Serve as an extension to the Turnaround Procurement Manager and play an active role in turnaround procurement related activities including, but not limited to, turnaround core team participation, cost effective turnaround and turnaround project sourcing, driving contracting strategies, monitoring turnaround long lead items and procurement activities.
  • Ensure accurate definition of turnaround and job scope requirements, demonstrate solid understanding of market environments, develop comprehensive contract criteria, lead supplier approval and selection process, and negotiate and prepare contracts. 
  • Establish and utilize a site/field support network to aid in the timely acquisition of required turnaround materials and services while achieving maximum overall cost effectiveness.  This may require/include travel to sites to allow for attendance in meetings with planners, schedulers, engineering, Materials Coordinators, TA Management, etc. 
  • Contact for stakeholders located at various sites.  This includes, but is not limited to, serving as the direct procurement contact for urgent procurement matters, concerns, soliciting/providing status updates, presenting data to turnaround team members, etc. 
  • Assist with implementing succession planning for Senior and Support Buyers.
  • Identify areas for improvement and help facilitate training to continually drive performance and business results.
  • Participate in periodic business review meetings with key business partners to assess risk, review future strategies, and improvement opportunities.
  • Aide in coaching business partners on procurement processes.
  • Collaborate with Category Manager to understand Key Performance Indicators (KPIs) or Leading Indicators for all Major Contractors.
  • Negotiates to achieve maximum overall cost effectiveness for turnarounds while meeting clients’ objectives
  • Potential for increased responsibility for several sites/turnarounds simultaneously, as well as responsibility for negotiating, executing and managing low to mid-size value turnaround contracts. 
Min. Qualifications
  • Bachelor’s degree required (Engineering degree preferred)
  • 4+ years related experience required with degree 
  • Minimum of 3 years of Turnaround Procurement experience required
Preferred Qualifications
  • Demonstrated experience working in SAP utilizing supply chain or procurement functionality is strongly preferred, but not required.
  • 3-5 years of Procurement and Turnaround experience
