The HSE Specialist is an individual contributor who serves in a safety and health support role for the La Porte Complex. They shall possess an in-depth knowledge of the safety profession as well as OSHA regulations and will apply regulatory, process, and organizational knowledge to solve problems and make recommendations. The candidate will proactively take ownership and influence decisions for the development and continued improvement of safety and health programs and processes at the La Porte Complex.
A Day in the Life
The HSE Specialist reports to the site Health and Safety Manager.
Responsibilities include:
- Recognized leader of GoalZERO safety philosophy and hazard recognition tools.
- Serves as a safety & health resource to an assigned area within operations, maintenance and/or construction.
- Interprets and provides guidance related to Health & Safety policies.
- Support HSE programs such as but not limited to Life Critical procedures, Industrial Hygiene, Emergency Response, Facility Security, Operational Excellence, and Regulatory Compliance.
- Develop, implement, and maintain assigned site Health and Safety procedures and training programs to ensure compliance with regulatory and corporate requirements.
- Becomes the site subject matter expert in one or more health & safety related policies & procedures.
- Maintain strong field presence to assist LPO groups in compliance with site health and safety procedures.
- Support in the development and implementation of outage/turnaround plans. Provides support to health and safety needs during outage/turnaround execution.
- Develops, delivers and mentors health & safety training for new employees.
- Works independently to identify, plan and complete work that has a positive impact on worker safety and health protection.
- Identifies opportunities and recommends improvements to existing health & safety programs.
- Serve as a safety resource for Management, Operations, and Maintenance functions.
- Interact with supervision, technicians, and maintenance staff to ensure a consistent understanding of both regulatory and site requirements.
- Act as a liaison with 3rd party contractors and service providers to ensure compliance with Health & Safety practices/procedures.
- Evaluates, coaches and resolves questions related to planning for and executing field work activities.
- Ability to establish measurable objectives, monitor performance and track progress.
- Conducts inspections and audits to verify compliance with corporate and regulatory requirements. This includes, but is not limited to:
- OSHA VPP, PSM and Occupational Safety Standards
- Behavior-Based Safety Audits and Life Critical Audits
- Participate in and lead Health & Safety teams such as Safety Committees.
- Lead or participate in informal and formal incident investigations.
- Willing to work temporary shift-hours to give safety support during Turnarounds, Outages, or Major Projects.
You Bring This Value
Min. Qualifications
- High school diploma or GED required.
- College Associates or Bachelors degree preferred.
- Safety related training / certifications preferred.
- Minimum of 8 years relevant experience in chemical / petro-chemical / refining manufacturing environment with specific experience in operations, maintenance and/or turnaround execution.
- Direct experience and in‑depth knowledge of Occupational Safety programs and other safety policies.
- Emergency Response Team (ERT) experience is preferred.
Skills
- Strong written and verbal communication skills.
- Strong ability to develop and present safety training in group settings.
- Excellent communication skills, both verbal and written.
- Good computer skills are a must, particularly the ability to effectively use Microsoft Office Suite programs.
- Building effective relationships within all functional areas of the facility and ensuring the practical application of HSE programs, processes, and initiatives.
- Demonstrates a proactive approach to incident prevention.
- Must be able to positively influence LyondellBasell personnel and contractors.
