Basic Function

The individual in this position is responsible for environmental regulatory compliance with a special emphasis on water regulatory programs.  The individual will interface with a diverse group of customers including process and project engineering, operations, maintenance, site leadership and outside regulatory agencies. The successful candidate will be someone capable of leading improvement initiatives, works well with a team and can balance field presence with demands for meetings and office-based work. The individual must be committed to going beyond simply reporting compliance issues, they must be looking for solutions to preventing compliance issues and leading the implementation if changes are needed.

Job Specifications

•    Demonstrate ownership for assigned site environmental regulatory programs and become familiar with regulations outside of core regulatory programs of responsibility. Assigned programs will include TPDES and MSGP permit compliance, Potable Water Program, SPCC, SWPPP, TRI.
•    Responsible for renewal and amendments to TPDES permits.
•    Active member of Operation Clean Sweep Team that focuses on the prevention of plastic in effluent water.
•    Work with laboratories to ensure accurate analysis of water samples.
•    Interact with site personnel to ensure a consistent understanding of regulatory requirements and robust compliance processes are implemented.
•    Partner with Operations, Maintenance and Technical personnel to ensure effective Best Management Practices are in place and evolve to meet new water regulatory challenges.
•    Serve as a site liaison during regulatory inspections.
•    Complete and submit accurate environmental reports to regulatory agencies including, but not limited to monthly Discharge Monitoring Reports and annual TRI.
•    Responsible for reporting water usage and releases to water for internal sustainability report.
•    Deliver effective interpretation and communication of regulatory requirements and identifying solutions by working with legal counsel when rule or permit ambiguity exists.
•    Serve in On-Call rotation for environmental release reporting to regulatory agencies.
•    Represent the site in trade organizations and best practice groups.
•    Identify, initiate and develop projects that improve environmental performance.
•    Occasionally lead or participate in teams that will implement initiatives to improve HSE performance.
•    Review environmental performance data and initiate continuous improvement activities.
•    Lead and participate in incident investigations.
•    Deliver HSE Training to new employees and others as needed.
•    Maintain and review procedures related to assigned regulatory programs.
•    Support specific areas of the plant in day to day operations and compliance activities.


•    Four year applicable Engineering or Science degree
•    Minimum of 5 years relevant environmental experience in a petrochemical facility or environmental consulting
•    In depth knowledge of water regulations that affect petrochemical facilities 
•    Demonstrated experience interacting with a regulatory agency
•    Excellent written and oral communication skills with the ability to effectively communicate at all levels of the organization

•    Successful candidate should have the ability to identify proactive measures that can be taken to avoid non-compliance and have the capability to plan the work and execute the work.
•    Ability to understand the chemistry of wastewater and technical details of chemical production processes and the effects it can have on wastewater or stormwater effluent.
