Basic Function

This position is responsible for the direction of the company's Health, Safety, Environmental and Security (HSES)  programs and policies for the Corpus Christi manufacturing site. The position is also responsible for compliance with health, safety, environmental, security and emergency response regulations: local, state and federal. This position provides guidance, direction and coaching to health, safety, environmental, security and emergency response professionals and specialists responsible for the delivery of HSES processes and policies. The individual serving in this capacity will act as the site’s interface with HSES regulatory agencies.

Roles & Responsibilities

  • Leads the HSES function to ensure continuous improvement of the HSE programs and performance.
  • Establishes and maintains Key Performance Indicators used to measure the site’s HSE performance.
  • Ensures the HSES programs and practices are consistent with LyondellBasell's Operational Excellence Standards and in compliance with local, state and federal requirements.
  • Works with Site Leadership, Corporate HSES and Legal organizations to share information on the health, safety and environmental performance and issues at the site.
  • Develops and recommends appropriate site HSES strategies, policies, procedures and management systems for assuring compliance to regulatory requirements and company policies.
  • Works with Operations, Reliability and Technical departments to implement these policies and procedures to ensure minimal disruption of desired business results.
  • Drives site performance improvement through Operational Excellence standards including; focus on gap closure improvement plan, work process and management system development, enhancing learning from experience and rigorous Capital Long Range Planning process.
  • Proactively develops and deploys HSES programs to reduce work-related injuries and illnesses, and prevent harm to the environment.
  • Acts as the champion to insure proper investigation and follow-up is taken on safety concerns, near misses and incidents. Site lead focal point for Learning from Experience work process.
  • Addresses all internal and external customer inquiries and reporting requirements regarding health, safety, environmental and security matters.
  • Facilitates employee involvement, awareness, and continuous improvement in all LyondellBasell HSES programs and OE management systems.
  • Builds relationships and maintains on-going communications with plant staff and manufacturing personnel to develop and maintain a collaborative work environment.
  • Manages organizational aspects of the HSES function to develop staff with expertise and knowledge.  Sets performance and development goals for/with department staff of (10) employees. 
  • The position is responsible for Emergency Response including coordinating the activities of Emergency , Leak Detection & Repair and Security services.
  • Supports Operations in maintaining emergency response & fire protection/loss prevention capabilities to minimize risk to personnel and property and provides regulatory guidance to minimize risk of unwanted events.
  • Supports Operations in developing and implementing cost effective fire protection/loss prevention systems and practices.
  • Participates in Trade Associations and networks with other industry representatives.
  • Active member of the Americas HSES/OE team, representing Corpus Christi Operations and contributing to overall LyondellBasell performance improvement.
  • Coaching Site’s Work Process Owners to facilitate improvement in their areas of focus.
  • Standardizes, coordinates and promotes the integration of Operational Excellence & Quality Management Systems for the site.
  • Manages HSES budget and associated cost centers.


  • B.S. degree in engineering, relevant sciences or specific HSES discipline.
  • Recommend at least 12+ years of relevant HSE and leadership experience working in the chemical or equivalent industry.
  • Demonstrated leadership ability gained through prior management; minimum 5 years in a leadership or management capacity is required.
  • Working knowledge of the regulatory processes applicable to a plant operation.
  • Experience representing a company to the regulatory agencies.
  • Possesses a high level of integrity and respect in order to motivate and lead their team.
  • Other critical competencies include strategic leadership, driving improvement in others, champion of change, managing situationally, influence management, systemic thinking and managing business improvement.
  • Candidate must have strong leadership skills including effective communications, interpersonal skills, and the ability to interface with all departments and levels of the organization.
