Basic Function

The Environmental Engineer will be responsible for environmental compliance with state and federal regulations and will provide environmental support to Operations at the Corpus Christi Operations site. This position will be focused on waste and water related regulatory compliance and permitting support and must understand environmental regulations and plant operations.  Assess and communicate the implications of environmental regulations to Equistar personnel and work with those personnel to develop and implement cost-effective compliance solutions.  

Work with Corporate Environmental to develop and implement Best Practice solutions to common environmental regulations and issues, and to capture synergies through the development of Best Practice HSE policies.
 

Roles & Responsibilities

  • Primary responsibility for solid and hazardous waste regulatory interpretations to ensure that plant operations are complaint with State and Federal regulations.
  • Responsible for underground injection permitting and reporting issues to inform Operations of compliance requirements.  Update permits as necessary and submit required reports in a timely manner.
  • Responsible for Oil Pollution Act compliance and training to maintain oil spill response readiness and meet regulatory requirements.
  • Oversee Remedial Facility Investigation program as required to ensure regulatory compliance and reduce program costs.
  • Responsible for Wastewater, Stormwater and Public Water Supply environmental permits and regulations to ensure that plant operations maintain compliance.
  • Develop and maintain the expert knowledge of the regulations and requirements applicable to the Equistar site.  Act as the site expert for specific regulations and assigned media.  Stay aware of all new and changing federal and state regulations and be informed of their timing and potential impact.
  • Develop and maintain a good understanding of the units and processes to which the regulations and requirements must be applied.  
  • Interact and work with the site Operations organization.  Develop and maintain good communication, presentation and interpersonal skills that help operations and other functional groups implement those process changes or procedures necessary to comply with the regulations and requirements.  Be responsive to routine requests for information from operations and other functional groups.  Help operations translate requirements into written procedures.
  • Develop and recommend business driven and cost-effective strategies.  Demonstrate an untiring effort to find new and better ways to comply with new and existing regulations and requirements that reduce the burden on the operations and other functional groups.
  • Perform routine tasks: Perform cost accounting responsibilities for assigned areas; maintain records to demonstrate compliance; review plant modifications for environmental implications; direct consultants, interns and contractors; work on assigned special projects, complete tasks on project list.
  • Respond to unannounced agency inspections with confidence.  Develop systems to retrieve supporting documentation with confidence and ease.  Interact with agency inspectors in a manner that minimizes negative impacts.
  • Develop the confidence, capability, and willingness to maintain the site’s position with an agency representative, as appropriate, on the interpretation and applicability of a regulation or requirement.
  • Participate in Trade Association (e.g., TCC, AWMA) meetings for assigned media, network with other company representatives to gain information on compliance strategies and ideas for compliance alternatives and share this information with the site and across Equistar manufacturing as appropriate.
  • Work with supervisor on professional and personal development and career planning.
  • Organize and prioritize work, facilitate meetings, give presentations and have strong aptitude to utilize technology to bring efficiency to the compliance management systems.
  • Develop knowledge of state and federal rules to provide support to Air compliance engineers.
     

Min. Qualifications

  • Four-year applicable Engineering or Science degree.
  • Minimum of 5 years relevant environmental experience in a petrochemical facility or environmental consulting.
  • Working knowledge of environmental waste and water environmental regulatory compliance programs associated with the chemical manufacturing industry
  • Experience developing and/or managing environmental compliance systems.
  • Demonstrated experience interacting with a regulatory agency.

Preferred Qualifications

  • Excellent written and oral communication skills with the ability to effectively communicate at all levels of the organization.
  • Strong and meticulous organizational skills with documenting and recordkeeping.
  • Understanding of petrochemical processes and equipment, base knowledge of chemistry and math.
  • Microsoft Suite skills with an emphasis in Excel.
  • Must be able to establish long-range plans with interim milestones for deliverables on projects.
  • Be able to foresee problems, identify proactive measures that can be taken and have the capability to plan the work and execute the work.
  • Provide great customer service to internal and external customers.
