Basic Function
The HSE Specialist is an individual contributor who serves in a safety and health support role for the Clinton organization. They shall possess an in-depth knowledge of the safety profession as well as OSHA regulations and will apply regulatory, process, and organizational knowledge to solve problems and make recommendations. The candidate will proactively take ownership and influence decisions for developing and continuously improving safety and health programs and processes at the Clinton site. This person will be expected to work independently, develop professionally, and provide guidance to those with less safety and health experience.
The HSE Specialist reports to the site Health, Safety, and Environmental Manager.
Roles & Responsibilities
• Recognized leader of GoalZERO safety philosophy and hazard recognition
• Own and actively manage site HSE systems to ensure compliance with regulatory and corporate requirements
• Serve as HSE resource in unit support role for management, operations, and maintenance functions
• Able to effectively manage multiple tasks, but also able to delegate tasks that can be performed by support personnel or other professionals
• Works independently to identify, plan, and complete work that has a positive impact on worker safety and health protection
• Interact with supervision, technicians, and maintenance staff to ensure a consistent understanding of both regulatory and site requirements
• Understands the operations units and processes to which the regulations and requirements must be applied and is able to identify opportunities for improvement
• Able to identify safety issues, develop an action plan to address issues, execute the plan and evaluate the success of programs
• Ability to establish measurable objectives, monitor performance, and track progress.
• Develop, implement and support safety and health policies, procedures, and programs
• Serve in on-call rotation for the HSE department providing off-hours support when needed
• Provides regulatory interpretation and technical advice
• Facilitates or participates in formal incident investigation teams when needed
• Coordinate and conduct regular HSE training and orientation as required
• Hosts VPP and agency inspections and maintains safety, security, and health systems and supporting documentation to illustrate compliance with regulations, OE, and VPP Star requirements
Min. Qualifications
• Highschool Diploma or GED
• Three (3) years of manufacturing experience
Preferred Qualifications
• Experience with Industrial Hygiene (IH), HSE Training, OE Standards, and Health & Safety Regulations
