Basic Function

The HSE Specialist position is responsible for planning, coordinating, and conducting Leak Detection and Repair (LDAR) activities at the Channelview site.  This position supports and oversees the work of the contractors performing LDAR monitoring, MOC review and leak repair activities.

Roles & Responsibilities

  • Provides LDAR Management of Change expertise, auditing, training, and regulatory guidance to the LDAR contractors and other plant personnel
  • Oversees New Replaced Disturbed (NRD) component process and monitoring related to the Maintenance, Startup Shutdown (MSS) permit requirements
  • Interacting with Operations and other plant personnel to ensure a consistent understanding of regulatory requirements
  • Interact with plant operations and maintenance to ensure completion of all repairs in the applicable times (work order entry)
  • Works with LDAR Supervisor to develop and improve LDAR compliance systems, including procedures, training, and databases
  • Identify and assist with mitigation of potential field and documentation non-compliances from fugitive emissions contractor
  • Conduct routine field reviews to ensure regulatory compliance
  • Support the generation data queries for compliance reports and audit requests
  • Promoting a GoalZERO culture with the LDAR contractors
  • Serving in on-call rotation for LDAR issues

Min. Qualifications

  • High School diploma/GED
  • Minimum four (4) years of Leak Detection and Repair (LDAR) experience in a petrochemical plant field environment (i.e. operations, field support)
  • Thorough understanding of LDAR regulatory requirements and procedures including but not limited to EPA Method 21 monitoring
  • Proficient in or able to become proficient in Skybridge database software
  • Proficient in all aspects of equipment identification and tagging
  • Proficient with Excel and working with P&ID’s
