Basic Function

A site expert and extended leadership team position that provides oversite of maintenance related budgets and costs ensuring excellence in budget management and forecasting of maintenance spend.  Plays a key role in ensuring the CVO site gets maximum value of contractor/vendor contracts.  

Roles & Responsibilities

•    Provides leadership and direction setting for the Maintenance Cost Control and contract administration team 
•    Monitor maintenance spending per budget and accounting/MOWP definitions
•    Works closely with Accounting in auditing and providing guidance to Site teams on GL usage for appropriate cost categorization per budget plans
•    Challenges teams on cost/value culture through analysis of performance and coaching directly with CVO team from field to Leadership Team level 
•    Analyzes spending per plan both in the maintenance and reliability overhead cost centers as well as in the Routine Maintenance, Program and Extraordinary budgets (non-capital) supporting the CVO teams’ goals of performance to targets
•    Site expert on the Maintenance LE tool. Provides guidance and support to the teams that populate the LE Tool to achieve the a target of 5%+/- monthly forecast
•    Provide guidance and coaching to other parts of Reliability and Maintenance on effective budget and cost management
•    Develop process and tools for the site on contractor management from a cost/value perspective
•    May fulfil the role of the CVO LYB contract focal points for small contracts and would support the holder/owner of the major maintenance contracts such as the SIP (scaffold, insulation, paint) and General Maintenance Contractor contracts
•    Work closely with Maintenance and Reliability LYB leaders, resident contractor and key non-resident contractor leadership to ensure the organizations understand the contract language to deliver the most value to the site
•    Provide oversight and auditing of contract usage to respond quickly to opportunities to reduce cost and increase value
•    Develop and implement maintenance outage and major maintenance event cost reporting process to ensure site is aligned on planned and actual cost throughout pre-planning and execution
•    TRACK Owner, responsible for TRACK team delivery of project objectives and compliance to CVO TRACK work process
•    Site Fleet Owner, responsible for developing and execution of fleet replacement strategy
•    M&R Cost Dashboard owner, responsible for monthly update of actual vs plan cost, OT% and FTE analysis

 

•    Directly responsible for the performance of the employees assigned to their team
•    Cost reporting and performance analysis of the maintenance budgets 
•    Make recommendations on the best use of resources
•    Work directly with CVO LYB contractor contract focal points on contract optimization to deliver maximum value of the contracts
•    Leads, providing direction and defining key deliverables for their team

Min. Qualifications

•    Preferably 10 years cost control or cost management experience with a bachelor degree
•    Effective communication with all levels of the organization
•    Effective leadership and coaching skills
•    Use appropriate interpersonal styles and methods to guide others toward goal achievement  
•    Use appropriate facilitation methods to motivate group toward accomplishment of objectives
•    Work effectively with others outside the line of formal authority to accomplish organizational goals and to identify and resolve problems
