Basic Function

The Process Safety Engineer is a process safety leader for LyondellBasell's 3 high density polymers (HDPE) sites located near Alvin, Bay City and Victoria, TX. A primary focus for the individual will be to actively lead and coordinate the process hazard analysis (PHA) and hazard and operability analysis (HAZOP) process. The individual will be a key participant in all the process safety management (PSM) programs. This position will influence and identify opportunities for improvement in the process safety program for all three sites. The individual will interface with a diverse group of customers including process engineering, operations, maintenance, capital projects, plant management, HSE, and global process safety. This position may primarily office out of one of the three South Texas Polymers Sites (Alvin, Bay City, or Victoria, TX), with occasional travel between the sites.

Roles & Responsibilities

  • Lead and coordinate PHA and HAZOP activities. Must be knowledgeable and competent with these processes.
  • Write and implement effective procedures that support process safety, including management of change procedure (MOC).
  • Monitor and develop key performance indicators (most importantly, leading indicators) to track PSM progress.
  • Participate in audits, including Operational Excellence (OE), PSM Compliance, and RMP Complience audits as well as site self-assessments.
  • Understand PSM implications of incidents and provide guidance to site for proper classification, investigation, and improvements.
  • Coordinate process safety knowledge sharing and best practices across the three South Texas Polymers sites.
  • Communicate external process safety events and share best practices identified within the company.
  • Provide oversight and conduct audits for management of change (MOC), pre-start up safety review process (PSSR), facility siting and procedures to practice.
  • Lead or participate in incident investigations.
  • Participate in company process safety technical networks.
  • Track and understand action items from PHAs.
  • Performs process related calculations such as pressure safety valve (PSV) sizing, leak rate estimation, etc.
  • Working knowledge of ethylene decomposition, auto-refrigeration, combustible dust explosion, and facility siting requirements.

Min. Qualifications

  • Must possess a four-year applicable BS degree in engineering. Chemical Engineering degree is preferred.
  • A minimum of 4 years ' experience in a chemical or petrochemical facility.
  • Knowledgeable about PHA and HAZOP processes.
  • Trained as a PHA Leader or experience with multiple PHA's.
  • Familiar with the design and application of Independent Protection layers (IPL's) and engineering and administrative controls.
  • Knowledgeable in relief system evaluations and designs.
  • Familiar with Safety Instrumented Functions (SIF), associated Safety Instrumented Systems (SIS) Cause and Effect Charts, Control System Narrative, As Low as Reasonably Practicable (ALARP), and Safety Integrity Level (SIL).
  • Knowledge of OSHA PSM and EPA RMP regulatory requirements.
