LyondellBasell is seeking a Health and Safety Specialist for our chemical manufacturing plant located in Chocolate Bayou, Texas. Our Chocolate Bayou facility is located in the South Texas Gulf Coast region in Alvin, TX. The Chocolate Bayou site has 90 employees and contractors that support one operational unit (two lines) that produces high-density polyethylene (HDPE) plastic resins. The HSE Specialist role is an individual contributor who serves in a Health, Safety & Security (HSS) professional support role for the Chocolate Bayou organization. They shall possess an in-depth knowledge of the safety profession as well as OSHA regulations and will apply regulatory, process, and organizational knowledge to solve problems and make recommendations. The candidate will proactively take ownership and influence decisions for the development and continued improvement of the HSS programs and processes at the Chocolate Bayou site. This person will be expected to work independently, develop professionally and provide guidance to those with less safety, security and health experience.
A Day in the Life

• Own and actively manage the site’s HSS systems to ensure compliance with regulatory and corporate requirements
• Able to effectively manage multiple tasks, but also able to delegate tasks which can be performed by support personnel or other professionals
• Works independently to identify, plan and complete work that has a positive impact on worker safety and health protection
• Interact with supervision, technicians, and maintenance staff to ensure a consistent understanding of both regulatory and site requirements
• Understands the operations units and processes to which the regulations and requirements must be applied and is able to identify opportunities for improvement
• Adapt to the situation at hand and be able to recommend solutions. Able to identify safety issues, develop an action plan to address issues, execute the plan and evaluate success of the program.
• Ability to establish measurable objectives, monitor performance and track progress.
• Develop, implement and support safety and health policies, procedures and programs
• Serve as HSS resource for management, Operations, and Maintenance functions
• Provides regulatory interpretation and technical advice
• Leads, participates in and supports incident investigations as necessary
• Coordinate and conduct regular HSS training and orientation as required
• Hosts VPP and agency inspections and maintains safety, security and health systems and supporting documentation to illustrate compliance with regulations, OE, and/or VPP Star
• Maintains and oversees the loss prevention/fire protection programs in coordination with the STxP Emergency Response Coordinator

Required Qualifications
• Bachelor’s degree in Industrial or Occupational Safety, Industrial Hygiene or related technical discipline is preferred (not required).
• Minimum of 10 years of professional health and safety experience in a petrochemical manufacturing environment.
• Must possess in-depth knowledge of the industrial safety profession and OSHA regulations as well as a working understanding of behavioral safety, industrial hygiene, incident investigation, process safety, loss prevention, and worker's compensation.
• Excellent communication, presentation, and interpersonal skills to help the HSES Department, Operations and other functional groups implement those process changes or procedures necessary to comply with the regulations and requirements.
• Able to communicate across multiple levels within the site and in different group settings.
• Ability to represent company with regulatory agencies
• Broad perspective; applying specific concepts and tools throughout multiple processes
• Ability to Listen for understanding
• Ability to manage multiple high priority timelines with non-linear priorities in a self-directed environment
• Excellent problem solving and team work skills
• Proficiency with Microsoft Office applications
• TWIC (Transportation Worker Identification Credential) card is required
Preferred Qualifications
• Certified Safety Professional (CSP) is preferred
• Experience leading teams or directing employees is preferred
• Technical writing experience and proficiency is preferred
