Basic Function

The Inspector is responsible for overseeing the stationary equipment inspection program within the site. This role involves daily support, coordination of on-stream inspection activities, and active involvement in shaping the inspection scope for turnarounds and outages. Utilizing inspection management systems, methodologies, tools, and initiatives, the incumbent ensures the consistent reliability, cost-effective maintenance, safe operational practices, and continual enhancement of stationary equipment performance. In addition, the Inspector plays a pivotal role in establishing performance standards, managing resources for contracted inspection services, and actively contributing to specialized reliability initiatives, including but not limited to Corrosion Under Insulation (CUI) and RBI.  This role is the stand-alone inspector for the site, performing the majority of both the field work and inspections. The potential to become Level 2 UT and PT certified at the site is being evaluated.

Roles & Responsibilities

•    Ensures all fixed equipment Mechanical Integrity activities meet or exceed the corporate, local, and regulatory requirements.
•    Performs the majority of their own inspections in the field, using 3rd party support as needed/required.  This role is the only inspector on-site, there will not be a nested 3rd party Inspector on-site.  
•    Develops inspection plans, coordinates inspections, evaluates inspection results, develops run/repair/replace recommendations, tracks inspection findings/recommendations to closure, and keeps Risk-Based Inspection (RBI) evergreen.
•    Utilizes Inspection Management Systems (Meridium) effectively.
•    Optimizes inspection plans to reduce inspection and maintenance costs and assists other unit inspectors in optimizing their inspection plans and implementing best practices.
•    Ensures efficient use of contract resources to complete equipment/piping inspections and reviews inspection reports for accuracy.
•    Develops Inspection Test Plans (ITP) and performs Quality Assurance (QA) surveillance of stationary equipment repair work, as well as new fabrication to ensure compliance with the requirements.
•    Reviews film for QA of Radiographic Testing (RT) inspection on existing equipment repairs as well as new construction fabrication.
•    Creates, reviews and/or approves repair plans to correct non-conformances.
•    Reviews welding procedures, procedure qualifications, and welder qualifications.
•    Interfaces with and supports maintenance/reliability/MI engineers, operations, and other unit inspectors regarding concerns or deficiencies found on equipment.
•    Coordinates periodic dialogues and provides guidance to operations, PMCs, planning, and maintenance to ensure continued reliable operation.
•    Serves as a proficient liaison for coordinating inspection activities with other workgroups within their designated areas.
•    Performs as the mechanical integrity lead for outages and turnarounds, developing stationary equipment inspection and repair scopes.
•    Knowledgeable on Global Asset Integrity Standard (GAIS) for Fixed Equipment, corporate inspection and maintenance procedures, site specific procedures and standards, and ASME and API codes.
•    Supports or leads special reliability projects such as Corrosion Under Insulation (CUI), Above Ground Storage Tanks Inspections (AST).
•    Supports all applicable incident investigations and Root Cause Failure Analyses.
•    Proactively participates in the development and testing of new tools and applications in the inspection area.
•    Proactively monitors technological developments in the NDE field and conducts tests to determine field of application.
•    Ensures all potential overdue inspection deferral forms are composed, submitted, and approved before the due date.
•    Assures Operational Excellence and HSE concerns and/or events are escalated and investigated appropriately in a timely manner.
•    Adheres and supports OSHA/Site Management of Change (MOC) process.
•    Ensures all stationary equipment is safe and reliable to operate.
•    Acts as a leader in safety with the ability to stop any unsafe work.
•    Advocates that applicable industry and company standards are followed by everyone at LyondellBasell.
 

Min. Qualifications

•    High School Diploma or GED equivalent
•    8+ years relevant inspection experience in the refining, petrochemical or chemical process industries
•    Holds API-510 and API-570 certifications
•    Holds API-653, AWS-CWI, and/or API-936 certifications desired
•    Knowledgeable of inspection and repair requirements in API, ASME, NBIC and state/local regulations (such as boiler codes/laws)
•    Knowledgeable of inspection techniques, performing API/CWI inspections and evaluating inspection results per industry codes and standards
•    Basic knowledge of damage mechanisms leading to equipment failure such as corrosion, erosion, chloride stress corrosion cracking, fretting, etc.
•    Ability to be certified in SNT-TC-1A Level 2 UT and PT
•    Experience as a certifiable API 510/570 inspector
•    Experience as a certifiable Level II NDE technician to perform UT (straight beam), MT, PT, VT, and RT (film interpretation).
•    Ability to work across multi-disciplinary and diverse teams and interact appropriately with all levels of the organization
•    Strong computer skills coupled with excellent written and verbal communication skills
