Basic Function
This is located in the local manufacture site, with a responsibility primarily for the manufacture but also support a commercial group in Istanbul. As one of the key members of site management team, this HR Manager is expected to provide advices to local management teams of Cerkezkoy manufacturing site and Istanbul Commercial office on people decisions, facilitate change management, talent development and performance management processes, partner with Site Manager to lead employee communications at local site level, proactively listen to employees’ feedback, continuously monitor and improve employee engagement by facilitating and working on employee engagement actions.
This position works closely with the employee union to foster a cooperative relationship, ensuring the smooth operation of the manufacturing plant. The role involves managing collective bargaining negotiations with union representatives and office bearers, where the goal is to present and discuss the management’s charter of demands. The aim is to reach a mutually agreement that supports a successful and sustainable long-term settlement.
The HR Manager is responsible for key HR deliverables for employees in Turkey, aligning People & Culture programs and activities with business goals. This role leads major P&C processes and delivers services across headcount planning, employee relations, training and development, payroll, and other P&C support functions. The Manager ensures that all P&C initiatives adhere to Corporate Guidelines while meeting the specific needs of local commercial and manufacturing operations, maintaining compliance with company policies and country laws and regulations, and working closely with P&C COE functions. Additionally, this position is responsible for managing payroll functions for the UAE, Egypt, and Saudi Arabia offices and closely work with external payroll support partners appointed by the company.
Roles & Responsibilities
1. In alignment with business needs and plans, facilitate the headcount planning process for the site and oversee all staffing and recruitment activities as well as employment-related initiatives, proactively managing headcount from the “Notification of Opening” stage through to the completion of the requisition process. Provide guidance to local management on job descriptions and job design, and support department leaders in talent selection, placement decisions, corrective actions, transfers, and other employment actions.
2. Facilitate site whole process of performance management; provide guidance to managers on how to correct poor performance and employee misconduct. Provide information and training to employees to promote a better understanding of management's goals and company policies.
3. Support succession planning and talent review processes, identify talent retention actions, and constantly monitor employee morale. Develop action plans with management team to drive high levels of employee engagement. Partner with Site Manager to develop top talent according to succession planning.
4. Partner with Site Manager to create positive working environment, and to ensure site positive employee relations; Support communication of company strategies and policies to employees; Listen to employee’s concerns & complaints, build and manage relationship with local union. Plans and organizes employee activities on site to support the positive environment working of employee. Partner with site management in managing industrial relations, and participate the process of enterprise agreement renewals process, to ensure good employee relations and uninterrupted production.

6 Provide support for salary survey, benefit analysis and plan design. Closely monitor salary and wage changes in the labor market, provide recommendations to COE team.
7 Manage payroll for Turkey, UAE, Egypt and KSA, Social security and other Payroll operations; Monitor the quality of service; Ensure the data in the global SAP database is correct and up-to-date.
8 Organize, coordinate and deliver training and development programs according to company directions and code of conduct for site. Influence the use of competencies to drive performance and talent development. Facilitate and support Individual Development Plan (IDP) processes; Manage the Training Records.
Min. Qualifications
Education:
MBA (Human Resources Management) / Post Graduate in Management / Graduation Degree with 10+ years of experience,
Work Experience:
5 – 10 years working in manufacturing environment with HR operations role in MNC.
Have working experience in Industrial Relations and Employee Relation
Being able to provide training and advices in company values, performance management, employee engagement.
Experience in Payroll & Statutory Compliance and HR Policy and Benefits Administration
Experience in Compensation and Benefits Administration
Experience in educating and upgrading the site workforce with people processes – Goal Setting, Competency Mapping, R&R etc
Experience in managing HRIS and MIS ( Management Information System – Reports)
Experience in handling Performance Appraisal and Management Process will be an added advantage
Experience in managing joining and exit formalities.
Experience in HR Process Improvement.
