Basic Function
This position provides strategic leadership for the Joint Venture company within the areas of occupational safety, behavioral safety, process safety, fire protection and human performance. It requires excellent presentation and facilitation skills. The position develops policies, strategies and processes that promote implementation to ensure safety processes are in place to achieve industry leading results. This individual is also responsible for analyzing HSE data to identify trends for developing proactive strategies and programs to address gaps. As a recognized expert in health and safety regulations and processes, this position provides guidance to the Manufacturing organization and other business areas to ensure compliance, drive Goal Zero performance and culture.
This individual collaboratively engages with other BLYB Management Team in assessing the current performance of their safety systems, processes and personnel working with their staffs to develop and implement changes for improvement. The individual actively participates with trade associations (e.g. regulatory authorities, customers, and others). In parallel, the position monitors current refining and petrochemical trends, benchmark externally and developing proactive programs in response to emerging safety issues.
Roles & Responsibilities
• Develop the major elements of the Joint Venture’s safety strategy including deriving objectives, KPIs, appropriate metrics & monitoring systems.
• Interpret data, make recommendations for improvement and drive implementation.
• Lead efforts to identify and drive programs targeted at improving safety performance. Monitor outcomes to ensure benefits are captured and reported appropriately
• Review, upgrade and maintain management systems to embed elements in line with the Operational Excellence strategy.
• Benchmark the Joint Venture against external companies and devise and implement plans to close gaps.
• Develop and implement the "LyondellBasell Way" Goal Zero process that drives a consistent and modular approach to sustaining performance improvement.
• Develop a deep expertise in the methodology for driving Human Performance.
• Focus on Human Behaviors to drive performance.
• Deliver skill-based training/coaching.
• Champion of the Occupational Safety Knowledge Management Community.
• Provides structured communications regarding relevant trends and activities.
• Monitors and drives gap closure and improvement globally.
• Serves as Network Leader for Behavioral Based Safety for Advocates Safety within LyondellBasell and Joint Venture, meet LYB’s Goal Zero Objective.
• Ensures appropriate risk management systems and awareness are in place.
Min. Qualifications
• Bachelor's Degree in Chemical Engineering or other engineering field.
• Background includes leadership roles in HSE and operations for a best-in-class MNC organization in China.
• Technical/professional qualifications in engineering and/or HSE management.
• Strong leadership acumen and the ability to effectively interact with senior leaders and large teams to influence outcomes.
• Languages: English and Mandarin.
• Strong record of sustainable results for China/regional complex organization with manufacturing assets.
• Strong process safety background.
• Proven track record of working with multiple stakeholders (e.g. joint ventures partners, local governments) to deliver results.
• Willingness to travel frequently to support implementation, process improvement, and team development across the organization.
• Excellent communications skills, ability to present ideas in business-friendly and user-friendly language.

Preferred Qualifications
• Ideally, a minimum of 20 years’ experience managing HSE risks in a large world scale petrochemical plant environment.
• A Master’s Degree is highly desired.
• Chemical/petrochemical experience is preferred.
• Experience in setting up and implementing an HSE management system in a new start up would be a real plus.
• Demonstrated experience of working in a JV setting thus understanding the complexities of balancing priorities and utilizing each partner companies’ strengths, offsetting the other’s weaknesses preferred.
