Basic Function

The Global Asset Integrity & Turnaround (GAIT) organization has oversight responsibilities for the preparation and execution of all turnaround events globally. The Senior Manager, Global Turnaround Controls provides guidance and support to staff and will effectively interface with Senior Leaders, Turnaround Managers, Project Managers, and Manufacturing Sites and Accounting to develop and adjust cost control strategies. Additionally, this position is responsible for global benchmarking of all turnarounds.  This benchmarking is evergreen and requires analysis of complex industry data from Solomon, AP Networks, and other industry sources to identify strategic opportunities and drive improvements.  By partnering with Solomon, AP Networks, and other experts this role will routinely advise leadership and challenge assumptions for better decision making. This position manages a Regional Manager over Turnaround Controls in EU, who manages a team of Turnaround Project Controls Leads across Europe, and a team of 3 LYB Turnaround Project Controls Leads in NA. The Manager, Global Turnaround Controls, assures adequate support staffing for turnaround events and the use of consistent tools and methodologies for all major turnarounds and related capital projects globally. Responsibilities & Accountabilities

  • Develops and updates the global Turnaround long range plan annually
  • Accountable for delivering 4 – 7 turnaround events with annual turnaround and capital spend between $400MM - $700MM
  • Accountable for the development of 3 stages of funding request for executive approval for 4 – 7 turnaround events annually
  • Ownership of turnaround cost controls resources and global practices and tools
  • Global benchmarking analysis and strategic gap closure planning
  • Leading and coordinating with industry experts, driving benchmarking as an evergreen process
  • Drive adherence to excellence model milestones and quality of deliverables
  • Leadership in turnaround performance improvement development, guidance, roll-out & implementation
  • Leadership in turnaround funding processes and strategies including processes for estimating and forecasting
  • Effectively communicates up, down, and across to foster support and remove obstacles
  • Directly supervises 1 Manager and 3 cost leads across the global team
  • Accountable for cost estimating, management and forecasting of 12 – 17 simultaneous turnarounds at various stages of development and execution
  • Manages cost controls for an annual spend between $400MM - $700MM depending on the size and complexity of the turnarounds and related capital projects
  • A cost team of 15 - 20 LYB and contract employees are also directed through this position
  • A global consultancy resources to benchmark 8 to 14 turnarounds annually

Min. Qualifications

Education

  • Accounting, Business, or Engineering degree required, MBA a plus

Work Experience

  • Minimum 15 years of turnaround, construction, maintenance, or project management industry experience with at least 10 years of cost control experience in the petrochemical, chemical or refining industries

Critical Competencies/Behaviors

  • Ability to effectively manage people and multiple/changing priorities in a fast-paced environment
  • Exceptional analytical skills to evaluate system performance, troubleshooting and mastery of continuous process improvement tools
  • Excellent interpersonal and communication skills to interface with, and relate complex concepts/issues with all levels from individual contributors to executives
  • Complex data analytics with a strategic vision
  • Excellent leadership, mentoring and teamwork skills with the ability to effectively transfer technical expertise to less experienced turnaround professionals
  • Turnaround management and project management expertise and acumen
  • Organizational skills capable of supervising and providing oversight to multiple turnarounds and initiatives

Skills

  • Proficiency in SAP, Primavera, and Microsoft Office products. Archer skills preferred

Travel

  • 10% - 25% travel required in North America and Europe
